As the Operations Systems Development Manager you will be responsible for delivering key systems required for RFLI to meet its legal and regulatory obligations as the Infrastructure Manager of the Central Operating Section of the Elizabeth Line. This responsibility includes identifying requirements, developing options and implementing recommendations related to Railway Group membership, SMIS+, Sentinel safety system and Supplier Assurance for the future Infrastructure Manager Organisation.
Principal Accountabilities
o Identify and drive the necessary activities for RFLI to become a member of the Railway Group, consult with RSSB, RFLI senior team and other stakeholders to develop terms of membership. Undertake any ancillary activities arising from the overall objective.
o Develop and consult on the requirements for supplier assurance on behalf of RFLI, develop options and recommendations. Implement the recommended option, including development of governing standards, liaising with thirds parties and incorporating this into the RFLI management system.
o Implement the SMIS+ safety management tool for RFLI including clarification of the requirements for system access with the RSSB, identifying end user requirements including licensing and training and RFLI implementation requirements.
o Identify requirements for and implement the Sentinel safety system on behalf of RFLI, develop options and recommendations related to how the system will be implemented on RFLI managed infrastructure, create and deliver the programme for doing so including any procurement requirements, training needs and development of scheme rules, processes and standards.
o Interface across internal and external stakeholder boundaries to support RFLI in meeting its regulatory and legislative requirements.
o Take reasonable care of your own and others' health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the Crossrail Target Zero principles.
o Co-operate with Crossrail in all matters relating to health and safety, including following safe working procedures at all times.
o Act as a role model for Crossrail's vision and values, behaving in ways that are in alignment with Crossrail's Ways of Working. Encourage and support others to do so too.

Main challenges of the job
o Managing and working across a diverse range of stakeholders, challenging timescales and complex issues.

Dimensions & Interfaces (both internal and external) ? Reporting to the RfLI Network Assurance Manager.
o Interfacing with various Maintenance & Engineering disciplines including Safety, Assurance, Standards, and Risk.
o Liaising with Project Managers including RfL Crossrail and the project delivery team.
o Liaising with external 3rd parties including Network Rail, RSSB, RISQS, and Sentinel.
o Liaising with the Operations Business team and wider Operations directorate for governance and performance progress reporting.
o There will be no direct budgetary responsibility in this role, but the role will be expected to review and assess the cost impact of potential changes and advise the Network Assurance Manager accordingly.
Person Specification
o Detailed knowledge of the railway operations environment and the organisational structure of the UK rail industry.
o Technical authoring experience, preferably gained in a related environment e.g. within the engineering or rail industry.
o Experience in scoping and delivering programmes in a complex stakeholder environment.
o Experience in developing standards, processes & procedures for rail systems.
o Able to understand complex, technical concepts and translate them into clear, accessible content with accuracy and attention to detail.
o An awareness of Environment, Health, Safety, Security and Quality practices as applicable to a rail environment.
o Good organisational and interpersonal skills with proven ability to work effectively as part of a multidisciplinary team.
o Able to work using own initiative and manage own workload.
o Flexible and adaptable to meet the emerging needs of the business with an ability to deliver against challenging timescales.
o Confident and professional in face-to-face, phone, email and web communications.
o High level of computer literacy, particularly those related to implementation of requirements related to SMIS+, Sentinel and the supplier assurance scheme. Good working knowledge of Microsoft Office suite including Word, Visio, Excel and PowerPoint.
o Knowledge of documentation management systems.
