My Client is currently in the market for a Rail Operations Specialist to work out of Canary Wharf, This role is responsible for leading on the development, delivery and approval of all operational rules, standards and local working instructions enabling the introduction of Crossrail by mid 2018 and the development of all operational standards management requirements for the Crossrail Infrastructure Manager.
Principal Accountabilities
- Lead and manage the development and implementation of COS Rule book, associated handbooks, COS Operating Instructions, Interface Instructions and all other operational standards specific to project delivery and mobilisation of Crossrail's Infrastructure Manager.
- Lead and manage the development and implementation of the railway operating rules and regulations in accordance with the fundamental operating principles applicable to the GBMR and the supporting COS railway operating principles to enable delivery of Crossrail.
- Lead and manage all verification, validation, integration and approvals activities for the full suite of operational documentation.
- Lead and manage the development and implementation of systems required to provide operational assurance of activities undertaken by Crossrail¡¦s Infrastructure Manager.
- Lead and manage development of operational standards management requirements for Crossrail¡¦s Infrastructure Manager including specification and/ or production of Railway Group and Industry Standards, Company Standards and Safety Management System procedures.
- Manage and control the identification or transference of hazards affecting safe operation of Crossrail's Central Operating Section to ensure risks arising from operating a railway are ALARP.

Dimensions & Interfaces (both internal and external)
Key interfaces within the Operations Directorate are the Head of Operations, Network Operations Manager and Crossrail Project Managers who are delivering assets and systems for Crossrail.
Person Specification
Degree in Railway Operations Management or equivalent.
Knowledge and understanding of Heath and Safety legislation related to safe operation of a railway.
Knowledge and understanding of safety management systems related to safe operation of a railway.
Knowledge and understanding of the fundamental operating principles applicable to the GBMR.
Knowledge and understanding of the regulatory framework for bringing a railway into use.
Knowledge of a range of control systems (including CBTC and ETCS) and their application in modern railways.
NEBOSH or equivalent.
Identifying hazards arising from operational activities and developing measures to control risk.
Verification, validation and assurance processes in a regulated industry
Mainline and non-mainline railway operations experience.
Managing contractual outputs from suppliers.Delivering in a project environment.
Developing railway emergency plans.
Developing systems for auditing and assurance of operational activities.
Managing relationships with duty holders within a legislative framework.
