Wayside Operations and Permit Manager: Vietnam

My client is a large railway engineering company looking to recruit an experienced Operations and Permit Managers for an on-going railway metro project based in the Vietnam. This is a likely 2 year assignment, and involves establishing the project wide permit to work system as well as the operations rulebooks and procedures.


Job Details and Responsibilities
Establish and continuously develop the project wide Permit to work system and Construction Railway Operating Rulebooks/procedures.
Ensure understanding and compliance by the contractors members and subcontractors.
Liaise closely with the health & Safety Dept in all matters for Railway safety and permit applications.
Establish a weekly permit to Work contractor meeting and control the issuance of any permits as required.
Liaise with the Track, OCS or other construction teams and contractors.
Establish the rail borne vehicle movement plans including manual route setting, points setting, cross checking and movement control.
Manage and coordinate any shunting movements within Depot or along the mainline.
Establish safe working practices for OCS equipment in liaison with the Power Supply & OCS Depts.
Work with the Subsystem Managers to monitor project interfaces and obtain Critical Project Documents required by the specifications or client.
Track and report on project activities, tasks and provide Project Progress Reports as required.
Identify any issues and/or changes in the scope of work that might trigger a Variation Order.
Manage and coordinate the delivery of project activities and project performance.
Assessment of the work done by the MMS subcontractor.


Requirements to apply

Proven background in Rail Movement Control Processes
Strong focus on Safety and safe working management
Good planning and organizational skills
Proven experience in developing project plans and coordinating gathering of project requirements from stakeholders who are in multiple global locations
Strong interpersonal, communication and customer service skills.
Proven track record in the management of complex, large-scale MMS projects with major organisations.
Strong computer skills are required with proven proficiency in Microsoft Office (Word, Excel, PowerPoint and Outlook).
Ability to plan and manage to a project schedule.
Experience in Project Management and delivery (either PMP or PRINCE2 Certified)
