The Signalling Designer role is based within our Signalling design centers around the UK. These centers of excellence undertake Signalling Design and System Engineering activities that support Signalling Design Projects within the SS&I business. Our Signalling projects use the wide range of Alstom signalling technologies ranging from SMARTLOCK 400T system, Modular Control Systems and VHLC (Vital Harmon Logic Controller). The projects are multidiscipline, complex and are strategically important to our clients. Our engineering teams are supporting some of the most significant projects within the UK, including resignalling, enhancement projects and the digital railway initiative. POSITION OVERVIEW
Produce and deliver safety related Signalling design deliverables in accordance with the client specific requirements, appropriate railway standards, technical constraints and Alstom company procedures under the guidance of the Designer Delivery Manager or Responsible Engineer.
Support Design Delivery Managers, and Responsible Engineers with delivery strategies, hazard identification, risk analysis, subcontract specifications, tendering and estimates, system definition, requirements capture, compliance management, integration of designs, safety assurance activities, project programme, commissioning, handback and project closeout.
RESPONSIBILITIES
Alstom Signalling Designers are responsible for the following:
- Producing safety related Signalling design deliverables in accordance with project programme, budgetary and technical requirements
- Producing safety related Signalling design deliverables in accordance with appropriate railway standards, technical constraints, health and safety legislation, Alstom company procedures, CDM Regulations, and CSM procedures
- Ensuring the quality of all Signalling Design deliverables
- Maintaining best practice signalling processes as part of a continual improvement plan to increase efficiency and minimize cost of non-quality and technical / delivery risk
- Taking reasonable care for the health and safety of yourself and other persons who may be affected by your acts or omissions at work
- Co-operating as far as is reasonably practicable, with any statutory requirement placed on the company. Ensure that you do not intentionally or recklessly interfere with or misuse anything provided in the interest of safety or welfare
- Identifying and communicating (to the Alstom Design Management team) any perceived shortcomings in Health and Safety arrangements, situations or processes that are considered to be serious or which may present dangers to yourself or others
- Working on safety critical or safety related activities only where this complies with relevant competence or authority to work, or implementing and documenting a robust mentorship plan
- Maintaining competencies and ensuring that IRSE Licence and Authority To Work are accurate and up to date
- Mentor, coach and train other Designers including IRSE assessments when required to support the businesses sustainability plan
POSTHOLDER REQUIREMENTS
Essential:
- Knowledge of Signalling Design Process
- Knowledge of CDM (Construction, Design and Management Regulations)
- Knowledge of the RSSB (Rail Safety and Standards Board)
- Knowledge of Network Rail Standards (or equivalent)
- Awareness of ORR (Office of Rail & Road)
- Awareness of CSM (Common Safety Method) and risk assessments
- Possesses effective communication skills
- Computer skills including CAD
- Able to interpret electrical and electronic circuits, data sheets and specifications
- Time management and time keeping
- Management of task priorities
- Ability to build and maintain constructive relationships with customers and colleagues
- Enthusiastic and self-motivated
Qualifications:
- 1.1.510 IRSE Designer License
- HNC/HND in an engineering discipline
Experience:
- Production of Signalling Design deliverables on time and to budget
- Management of Signalling Records
- Applying Network Rail Signalling and Railway Group Standards
- Understanding of Specifications, Signalling Scheme Plans, Location Area Plans, System Architecture
Desirable:
- Awareness of risk assessment processes
- Awareness of requirements capture
- Valid PTS (Personal Track Safety) Certificate
- Membership of the IRSE (Institute of Railway Signalling Engineers)
