Professional Head of Signalling

Location: Location: Office Location - Ashford Kent (Nationwide applications will be accepted)

SigTech Rail are seeking a motivated, talented and organised individual to join us and lead the installation, testing & management of all our signalling projects.

As the company is growing rapidly you will need to be able to demonstrate an ability to work under pressure and to use initiative whilst working within a highly regulated environment.

You will also need excellent organisation skills, IT skills and the ability to communicate with staff, other contractors, and different project teams at all levels.

You will report directly to the Managing Director and work projects will be across the UK and as such there may be a requirement to lodge away for extended periods of time and to work unsocial hours. You must hold a full UK driving Licence.

Role Requirements

• 10+ years’ experience in Railway Signalling Testing & the Commissioning of various sizes of project (small and major project works).
• Take a lead in growing the business and bringing in new works / projects.
• Extensive knowledge of Signalling Design & New Works Testing.
• In-depth knowledge of Installation and SMTH procedures and standards.
• Relevant NWR TIC certifications.
• You will already be an IRSE Licenced Engineer & Senior Engineering Manager.
• You will hold a thorough and detailed knowledge of the Network Rail Signal Works Testing Handbook.
• Hold PTS track safety competencies
• Hold SMTH & G110 Competency, (Author / Checker preferred).
• Comprehensive awareness of principles and systems testing requirements
• Substantial Railway Signalling experience especially in management of signalling testing.
• Excellent knowledge of the NWR company standards requirements
• Good personnel management, team leadership and excellent IT & verbal communication skills.
• Able to work under pressure during intense periods of commissioning.
• Current Driving Licence.
• Willing to work flexibly and efficiently in order to support the MD and manage the extensive project pipeline.

Responsibilities

• Take responsibility for the testing and commissioning of new and altered signalling systems for simple Works Testing of Signalling projects.
• Testing of Signalling projects.
• Undertake testing duties within the scope of Certificate of Competency held.
• Represent SigTech at Client meetings.
• Undertake Work Package Management responsibilities on Projects.
• Identify people resources & requirements for your projects and ensure that competent staff are utilised, ensuring they are briefed regarding their work and responsibilities and that any necessary HSE documentation is completed
• Cascade management briefings as required.
• Upward briefing of project testing status to STE/T&CE and Project team as required.
• Proven experience of delivering to budgets and timescales whilst working with profit and loss accounts.
• As this post will have staff reporting directly in to you then you will need to be responsible for ensuring that all plant and equipment is safe and without risk to health or the environment.
• Ensuring that safe systems of work are in place and monitored on a regular basis.
• That all Employees, Agency Staff & Contractors under your control receive adequate health and safety information and where appropriate, issue further instructions and or training.
• Be prepared to undertake site surveys for upcoming works.
• Understanding of other related rail disciplines and interface management.
• Take a lead role in attending or giving advice on any incidents
• Update all staff with relevant technical briefs & standards.
• Deliver guidance on IRSE licensing requirements.
• Issue of Authority to Work Cards to all staff
• Take a lead role in all S&T Audits and ensure Audits and surveillances are undertaken in accordance with the Project Quality plan.
• Ensure adherence to SigTech Rail standards, procedures, processes covering all engineering, safety, administrative and project requirements.
• Co-operate with quality, safety, and environmental objectives and contribute where appropriate to the SigTech Rail commitment for continual improvement.
• Manage testing and commissioning of signalling equipment to meet contract specifications, performance and safety parameters.
• Manage effective utilisation and allocation of project-based testing resources both internal and subcontracted.
• Prepare and check bids for accuracy and price for the testing portion of signalling projects
• Contribute to the continuous improvement of processes, procedures, innovations and initiatives.
• Encourage and promote the advancement of staff as a route to self-development
• Co-operate with performance appraisals, attend training courses, maintain IRSE logbook to an acceptable standard
• Progress individual knowledge and skills to promote advancement.
