Position Overview;
Reporting to the Vice President, Rail, the Signalling Director will be a key member of the Rail Management Team and will be instrumental in delivery of multiple projects and will be responsible to oversee the rail signaling and communication projects.
Key Responsibilities;
- Implement and enforce the business's Health and Safety program
- Possess proven knowledge and extensive experience in conventional and CBTC, or equivalent, signaling technologies.
- Provide quality and senior level reviews of signaling and communication designs, specifications, implementation methodologies, testing and commissioning activities, schedules and cost estimates.
- Advise the Rail Management Team and Joint Venture Partners of signaling and telecommunications products and their suitability to meet contract requirements
- Lead innovation forum covering signaling and telecommunications within Rail
- Provide monthly reports including cost forecasts, schedule and cash flow
- Supervise, mentor, coach and train signaling and communication personnel in all aspects of signaling
- Maintain excellent stakeholder relationships with clients, subcontractors, engineering, and internal partners
- Negotiate and issue subcontracts and major purchase orders and monitor their progress and schedule
- Responsible for approval of payments to subcontractors, suppliers etc.
- Estimate and process variation orders, including negotiating and assessing cost and schedule impact
- Assume a key role in testing and commissioning and project close-out, including production of as-built design, archiving of documents, maintenance and warranty manuals, deficiencies and warranty work
- Recruit personnel and oversee their training
- Set design and operations policies and standards, including determination of safety procedures for the handling of dangerous goods, and ensure compliance with transport regulations
- Plan, organize, direct, control and evaluate daily operations
- Be an ambassador of the company both internally and externally
- Carry out all engineering administration in accordance with company policies and procedures
Required Knowledge & Skills;
- Bachelor's Degree in Electrical, or Mechanical Engineering, or other related discipline
- Registration as a Professional Engineer (PEO) or equivalent (MIRSE would be considered an asset)
- 15 years of experience working on signaling and communication projects, with thorough knowledge of all aspects of signaling and communication technology, equipment, methods, industry practices, estimating/budgeting, scheduling and safety requirements
- 10 years of experience working on and managing complex commuter and metro style rail signaling and communication projects in brownfield and greenfield environments
- Several years of experience working on work pursuits and proposals
- Several years of financial and commercial management experience of complex rail projects
- Experience in leading the planning of all signaling and communications activities, including defining the key interfaces with other disciplines
- Experience with complex private and public partnership contracts
- Excellent oral and written communication
- Effective interpersonal skills
- Team player who is organized and flexible
- Ability to resolve project disputes
- Ability to identify threats and opportunities, including the mitigation, realization and evaluation of risks.
- Excellent presentation skills
- Proficient in Microsoft Outlook, MS Word and Excel
