Introduction:
Fission are looking to recruit Signalling Project Engineers / CRE with UK rail experience, to be engaged upon a portfolio of rail signalling schemes with our client in South Wales.
The Job:
To be considered, we are seeking candidates with the following credentials:
- Member of the IET, IRSE or other recognised professional body.
- Hold or demonstrate they are working towards IRSE Project Engineer or Engineering Manager Design licence.
Essential Experience:
- Fully conversant with GRIP process, Railway Group Standards, Network Rail Company Standards and CDM Regulations
- A good understanding of Network Rail signalling assets and project lifecycle on multidiscipline railway projects
- Technically competent to undertake technical approvals of signalling designs and its associated design submissions including IDC/IDR process.
- A good knowledge of other rail disciplines, and how their work interfaces with signalling engineering.
- Proven track record on a range of technically complex, varied and successful projects.
- Experience of working to RAMS (Reliability, Availability, Maintainability and Safety) requirements.
- An appreciation of the product approval process.
- A good understanding of what our future customers require from our work.
- Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage so that the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
- Monitor specific projects so that they are engineered to the standards and specifications of Network Rail or other clients, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company or other client company standards, formal specifications and procedures.
- Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
- Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail's environmental policy.
- Monitor design and specialist consultants and contractors.
- Able to write logical, readable and grammatically sound documents, such as technical reports and remits.
Duties & Responsibilities:
- Reporting to the Senior Managers, you will provide technical support into assigned projects and tender bids ensuring successful delivery of signalling designs within a rail environment.
- You will be responsible for assisting in the delivery of project-related tasks to meet budget, time-frame and quality targets, meeting or exceeding client expectations, promoting and marketing all facets of services during interfaces with clients and other sectors and disciplines, contributing towards the achievement of the divisional business plan and to build networks within the industry.
- Responsibilities of this role include, but are not limited to:
- Implement Network Rail or other client company systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to signalling design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
- Monitor specific projects so that they are engineered to the client's signal engineering standards and specifications, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company or other client company standards, formal specifications and procedures.
- Manage all signal engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.

- Monitor so that the contractor's design/construction/specialists personnel are competent.
- Undertake reviews of signalling design and/or construction activities. Arrange audits of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
