Contract Term: 12 Month. Possible extension

Location: Hybrid – Manchester 3 days per week.

The Southern Region Asset Protection & Optimisation (ASPRO) team is based in our newly refurbished Puddle Dock offices, right in the heart of London Blackfriars and manages projects that are initiated and funded by external customers who wish to construct something on, over, under or near the railway, and which has the potential to affect or impose risk to the railway in some way. You'll play a crucial role in making success of some of the most ambitious and innovative schemes the railway has ever seen. The scope, scale and potential to make a positive impact are huge.

Working closely with Business Development and Sponsorship; Asset Protection manages the relationship between Network Rail and external investors, and as such, has a responsibility in managing customer expectations professionally and effectively, to ensure successful benefits realisation of their projects whilst maintaining a safe operational railway for our passengers.

About this role

The Asset Protection Scheme Interface Manager will safely and seamlessly integrate externally funded projects into the railway environment, whilst minimising impacts on railway operations and operational infrastructure. Leverage knowledge and understanding of rail-related risks and constraints to facilitate solutions that align with the external customer objectives whilst meeting all stakeholder requirements. To guide the external customer team to support adherence to relevant Network Rail and rail industry standards and processes where applicable.

As an Asset Protection Scheme Interface Manageryour main key responsibilities would be to:

  • Develop and deliver solutions for externally funded, high-value, politically sensitive and multi-disciplinary projects and where mandated, assure delivery under Network Rail standards. Thus managing the seamless integration of all project risks affecting the operational railway.
  • Engage with and manage the interface with internal stakeholders to enable compliance with Network Rail governance and assurance processes. Facilitate compliance against the Railways Act and Network Licence and oversee the completion of deliverables.
  • Interrogate the Customer project remit and programme and provide clarity of operational railway interface requirements, devising solutions to enable early and accurate decision making by the Customer.
  • Liaise with Construction Design Management (CDM) Client and other duty holders to establish principles for project compliance with the CDM Regulations.
  • Monitor and analyse all aspects of risk and performance over the project lifecycle.
  • Review lessons learned and develop mitigation strategies with stakeholders to refine project proposals to facilitate successful delivery.
  • Build effective relationships with all stakeholders, manage expectations, and champion project interests.
  • Assist in facilitating full recovery of Network Rail costs under the Legal Agreement between the Customer and Network Rail.
  • Provide support to accidents, incidents & close call events, sharing outputs with the Customer.

You’ll have the following essential criteria – this MUST be clearly shown on your C.V:

  • Educated to degree level in a relevant discipline or equivalent experience;
  • Membership (or working towards membership) Association for Project Management, PRINCE2 Foundation or equivalent;
  • Excellent report writing skills.
  • Knowledge of the operational railway and railway infrastructure;
  • Demonstrable experience in the delivery of projects in the rail environment;
  • Excellent customer service, stakeholder management and communication skills;
  • Team player able to quickly build relationships and share knowledge acquired;
  • Demonstrable ability to constructively challenge the ideas of others with good evaluation and decision-making skills;
  • Understanding of project commercial requirements & programme controls;
  • Knowledge of health, safety & environmental requirements and legislation including CDM Regulations and CSM-RA; and
  • Knowledge and experience in project budget management.

It is desirable for you to also have the following:

  • Knowledge of investment, commercial and procurement practices;
  • Previous experience working within Asset Protection or other NR teams such as Sponsorship, Property, Capital Delivery etc.
  • Understanding of rail infrastructure maintenance techniques; and
  • Knowledge of infrastructure access requirements (possessions/isolations).
