Purpose of Role
Carillion Rail Scotland are seeking a Contractors Engineering Manager, the role will cover projects within the Intercity Express Programme (IEP), Scotland. Jobholders of roles covered by the Senior Engineering Manager profile have a requirement to have or be in the position to qualify for CEng or IEng Accreditation to a professional body. To embed and deliver the philosophy of Performance, Improvement and Management to all employees and stakeholders of Engineering. To ensure the delivery of engineering activity reactive, planned and other. Ensuring Carillion deliver a continually improving, customer focused, cost effective, efficient and compliant service in order to meet its contractual and legal obligations. Jobholders will be accountable for technical compliance and technical operations and the account or role could have significant, systemic positive or negative impact to Carillion or Clients. The operations or activities overseen are for complex or critical infrastructure.
Principal Accountabilities

- Undertake the role of Contractor’s Engineering Manager (CEM) for Design and Construction phases.
- Participate in the selection of Design sub-contractors and approval of technical remit for design
- Appointment and co-ordination of CREs - Design, CREs – Construction and client acceptance, where required, including validation of competence for the Project scope.
- Development and delivery of engineering design to time, cost, technical and quality requirements.
- Interface with Employer’s Representative and DPE.
- Management of engineering risks and issues and maintain active log.
- Management of assumptions and constraints.
- Development of engineering through implementation to testing and commissioning.
- Ensuring that the designers are provided with all documentation identified in the contract, or that such documentation is otherwise available.
- Instructing change to the designers and managing engineering change across the disciplines.
- Briefing cascade of Standard changes to members of the team as appropriate.
- Verifying compliance with Employers requirements, standards and statutory requirements.
- Inputting or preparing Design Management procedures in accordance with Carillion processes and procedures
- Management of Formal Design Reviews, DDR’s, IDCs and Constructability Reviews to ensure they are carried out in a structured and organised manner. Participate in IDRs with client.
- Managing Engineering communications, buildability and delivery by regular meetings involving CEM, CREs (design and construction), Construction Manager, and Design Manager
- Management of the Request for Information process including maintenance of the RFI log.
