Engineering Manager

The purpose of the job is to lead the Technical and Engineering Functions within the EM’s respective Railway Systems (RS) ECC contracts i.e. 600 Series Main Works Packages and thereby support the Project Manager in discharging the technical component of his/her duties under the contract. The roll is also to support the relevant RS Heads of Discipline in discharging the Technical Authority and specifically in relation to ensuring overall design configuration control and integration with the rest of the railway.

Principal Accountabilities

Act as the Technical Authority for the design configuration and issue of the project’s Reference design and where appropriate supported by Technical Heads of Discipline for relevant C6XX contract.

On behalf of the Project Manager, oversee the technical acceptance of Contractors designs, via HOD’s, in accordance with the NEC3 ECC contract and Technical Assurance processes and procedures.

Support the Project Manager by driving the contractors design, technical assurance and procurement programmes, providing a leadership and co – ordination role to ensure designs delivered on time.

Support the Contractors designers and supply chain with their requirement to ensure that their designs are properly integrated with their key contractual and physical interfaces.

Ensure that all design interfaces within scoped areas and at works contract boundaries are appropriately managed through interface Control Documentation.

Be the main point of contact, for technical and design matters, relating to the EM’s respective Design and Works Packages.

For any agreed changes, monitoring and reporting on the design and deliverables such that the design is delivered on time, to budget meeting requirements.

For any agreed changes, managing the interface arrangements such that other disciplines are supplied with information to allow their progression.

Coordinating the supply of sourced technical information to the Contractors designers and contractors to allow his programme to progress.

Site based reporting to the Project Manager working alongside the Project Field Engineer.

Managing the interface between the project’s reference design and other parties.

Coordinate the acceptance of contractor produced shop drawings.

Managing workflow, supervising and tracking progress and managing and maintaining change control process.

Optimising all engineering and development activities to result in schemes that meet programme requirements for time, cost and quality.

Ensuring the development of, and maintenance of, quality – assured design office processes and procedures, coordinated with other contracts and other relevant groups.

Maintaining communications and process links (in accordance with agreed process maps and communication matrices) to optimise design development.

Ensuring preparation of the full engineering data package required for commencement of detailed design, and participating in ongoing clarifications/queries as needed.

Developing and monitor a verification check on the quality and consistency of “end product” packages to be taken forward.

Final review of responses to RFI / NCR /FCD where there is a designer / HOD input.

Reporting to the Project Manager of Engineering on Contractor design performance on resource utilisation, progress and technical issues.

Pursuing a structured approach to effective management of risks as set out in the risk management policy. Work with HOD’s and Contractors’ Designers to manage risk mitigation plans to effective conclusions.

In cases of Contractor Design & Build, reviewing the Contractor’s compliance with their responsibilities, as designers, to satisfy the project’s Requirements and Standards, including Undertakings & Assurances, Environmental requirements, and CDM obligations.

Agree scope, instructions and programme for delivery of major design changes through CEG.

Discharge duties under the CDM Regulations 2015, complying with the management arrangements for CDM, within their area of responsibility.

Person Specification

A Chartered Engineer or equivalent, with a minimum 10 years’ experience in engineering of Railway Communications and Control Systems.

Professional qualifications I Radio, Network, SCADA engineering or an associated discipline.

A comprehensive understanding of the issues affecting railway systems in particular the key interfaces and integrations of these systems during the design, construction, test and commissioning stages of a major railway programme of works.

A good working knowledge of the UK railway industry and in particular the Network Rail design, development and assurance process.

Knowledge of interoperability regulations and requirements.

Good knowledge of construction planning and logistics

Experience in the management of leading consultants and staff.

Excellent inter-personal skills with proven ability to work effectively as part of a multidiscipline management team.

Excellent written and oral presentation and communication skills.
