My client currently has an opportunity for Estimating Manager. As the Estimating Manager you will support the team that delivers industry leading cost estimating processes across the company, to ensure that accurate and robust figures can be used confidently by internal and external stakeholders. The main components of this role are to supervise all estimating and related controls functions within the Project Controls team. to ensure wide adoption and conformance. You will report to the Senior Cost Manager. Working in a matrix structure, the role has a programme-wide remit, interfacing with other cost related disciplines across the business.
Key Responsibilities:-
To support the on -going management of the estimate and forecasting outturns against benchmarks, norms and current progress.
To draw on best practice from industry in the development and maintenance of HS2 Company standards and resources (e.g. benchmarking databases) for all estimating and related controls services to ensure consistent best in class approaches and decision making across all project area teams.
To provide support to the development of programme wide models including indirect costs, whole life, and prelims.
Key Skills, Experience:-
The role involves engagement with other parts of the HS2 programme. This requires the ability to
engage effectively with colleagues.
The ability to lead the debate on local issues with cost estimation.
Having a good understanding of the cost drivers that define a project and ability to convert engineering data into cost drivers.
Understanding of all aspects of direct and indirect costs.
Excellent communication and interpersonal skills and the ability to present cost work.
Of challenging colleagues in a constructive manner in order to achieve positive outcomes.
Being able to interact with multi-disciplinary colleagues involved in HS2.
Strong quantitative, drafting and presentational skills.
Experience of leading the development and implementation of significant, large scale, complex, high risk, high value projects and programmes.
Qualifications Required:-
Member of the Royal Institution of Chartered Surveyors or working towards.
Experience in infrastructure and/or the rail sector.
Quantity surveying skills and understanding of the construction industry.
The ideal candidate is someone who: has experience of working with multiple stakeholders with
competing interests; identifies and proactively manages stakeholders and sources of support.
Develops and implements appropriate controls for successful delivery at each stage; has a good
understanding of market trends and conditions affecting infrastructure programmes; has proven
ability to successfully conduct detailed project/programme planning; and has experience of
implementing governance structures.
