Cl.710 Fleet Manager

Main purpose of role:

* Reporting to the Engineering Director, you will ensure reliability and availability targets , quality standards and safety requirements are achieved through the monitoring and active management of ARL's contracted train maintainers for the Class 710, 315 and 317 Fleets.
* You will develop strong relationships with suppliers, stakeholders and the client through your leadership of service delivery every day.
* Safety training requirements:
* Induction to ensure all safety training requirements are briefed.

Main responsibilities:

* Manage LO Operator's Depot Access and TSAs with the maintainers of your fleets building strong relationships with the maintainer's management teams
* Interrogate the maintenance management systems to ensure all failures have been addressed and they are performing in accordance with agreed processes
* Manage the performance of the maintainers in their undertaking of incident investigations, and enforce the implementation of corrective actions where required
* Provide the Engineering Director with availability, technical failure and damage & vandalism data required for maintainer performance management under the appropriate TSA.
* Identify all relevant fleet incidents by interrogation of TRUST and Compass. Prepare and circulate incident reviews prior to meetings with the relevant maintainer.
* Lead the TSA contract review meeting, performance meetings, and ROSCO meetings, both by way of provision of data and steering the required outputs.
* Pursue fleet reliability, obsolescence, safety and performance initiatives, obtaining support from within LO Operator and RfL where required.
* Management of the Class 315 and 317 maintenance budget and liaising with RfL to secure funding for fleet improvements where appropriate.
* Take a leading role in the introduction of the Class 710.
* Manage fleet Heavy Maintenance programmes with the respective ROSCOs
* Manage the Fleet Support Engineer ensuring they discharge their responsibilities professionally, competently and diligently
* Scrutinise any Engineering Change proposals for your fleets and manage the maintenance concession application process
* Perform second-line Fleet On Call as part of a the Fleet On call roster
* Deputise for the Engineering Director as required.

Key Safety responsibilities and safety training requirements

Your general safety responsibilities are covered in the Employee Safety Manual. You are responsible for making yourself familiar with the contents of the Employee Safety Manual. If there is anything in the Manual you do not understand, or if you are not clear which parts of the manual apply to you, you must contact your line manager for clarification

All employees must have a basic understanding of fire safety unless their role requires them to have more specialised training. You must successfully complete the fire safety training within three months of your appointment to your position

You must receive a safety induction from your manager which includes the following local information:
a. Location of safety notice board
b. Location of accident book
c. First aid arrangements
d. Location of fire equipment, including fire alarms and extinguisher
It is your responsibility to make sure you familiarise yourself with these arrangements and that you refresh that knowledge on a regular basis

The safety notice board contains much of the information you need. You should check the notice board on a regular basis

Specific safety responsibilities

(In addition to your general safety responsibilities your role includes the following specific safety responsibilities)

* You must take reasonable care of your own health and safety and of persons who may be affected by your acts or omissions at work.
* Ensure you familiarise yourself with the specialist advice on all health, safety and environmental issues that are available from the Safety, Quality and Environment department that can be located on line.

Person specification:

Education:

Dual skilled Engineering Apprenticeship or Engineering Degree

Experience:

* Experience of fleet maintenance from an operational depot
* Strong people management experience
* Track record of stakeholder engagement and persuasion
* Experience of working with contract law in an engineering-based environment
* Experience of working within Rail industry legal framework - including group standards and ROGS

Knowledge:

* ARL and Network Rail route geography
* Rolling stock - specifically knowledge of operating principles of modern EMUs
* Knowledge of industry governance framework

Skills and competencies:

* Excellent literacy and political awareness
* Excellent communicator at all levels, with the ability to explain complex problems in Layman's terms.
* Influence others and work effectively under pressure
* Strong IT literacy
* Attention to detail and process management
* Legal and commercial nous
