Handover Manager - Stations
Purpose of the Job
To mitigate the risk of delays to Handover, by providing a clear plan for achieving Handover of the works to Infrastructure Managers (IMs).
Principal Accountabilities
Provide the strategic overview of Handover.
Produce, update and implement a Handover Strategy document including acceptance by IMs.
Be the single point of contact for Handover, liaising with all directorates, LU and RfL.
Agree key strategic objectives (with owners and time frames) to achieve Handover, and monitor/report progress from working groups.
Create and lead a Handover Working Group (HWG). The working group will monitor progress from other working groups, and make key decisions as required. Other working groups include for example -
- Asset information governance group
- Maintenance steering group
- Operations steering group
- Testing and commissioning planning group (to be formed)
Produce, maintain and manage the following:
- HWG ToR; and
- Periodic HWG meetings, including invitations, agendas and action trackers.
Form new working groups to address specific issues/opportunities as they arise, for example:
- Caretaker/maintenance of assets between contract completion and handover to IM
- Definition of conditions for achieving Handover of a station to LU prior to completion of System wide activities
Report progress to Rail Integration Authority, Programme Board, Stations Programme Board, ISB, PM Forum, PFE Forum and other forums as required.
Be the combined lead for the Handover programme.
Develop a key objective/s that can be rolled out to LU and RfL.
Provide clarity and communication on the status of the Handover strategy with the Delivery projects.
Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.

Maintaining strong working relationships with the respective third party teams.
Person Specification
Bachelor Degree in relevant discipline.
Detailed knowledge of LU, RfL and NR environment and relevant processes and procedures.
Good understanding of the concepts of efficient information systems and transfer.
Working knowledge of NEC contracting environment.
Excellent communication skills.
Able to work collaboratively to achieve common goals across different organisations.
Ability and determination to devise and follow procedures and challenge others to do so rigorously.
Self-starting, including a drive to propose and implement process improvements.
Fluent in use of relevant IT tools to develop and maintain trackers for assurance documentation etc.
Analytical skills and ability to identify and present key messages and risks arising from that analysis
