Project High Voltage Commissioning Manager (Traction And Non Traction)

Purpose of the Job
Responsible for overseeing the Engineering, Commissioning and energisationl aspects of construction, testing and commissioning activities within area of responsibility, supported by Field Engineers and construction manager for each contract, geographic location and/or for system.
Principal Accountabilities
- Ensuring the project is executed, implemented and compliant with the design, relevant standards and in accordance with accepted methods or working.
- Verification that ACJV has adequate and competent engineering resources to undertake the project.
- Co-ordination of interdisciplinary technical and engineering issues associated with the project.
- Approve all commissioning procedures and WPP for commissioning activities.
- Liaise and support the commissioning resource required for the Projects.
- Interpreting Network Rail’s high-level traction substation and associated feeder installation designs to initiate solutions in compliance with all applicable standards and project policies.
- Interrogating and agreeing supplier’s designs for suitability, compliance with Network Rail Company Standards and Crossrail company and Engineering Standards
- Providing technical guidance to the commissioning team on all aspects of electrification and plant.
- Assisting and Developing site specific controlled change-over/commissioning strategies for new systems to minimise the operational impact to Crossrail and Network Rail.
- Identification of design interfaces.
- Attending regular interdisciplinary design reviews and checks.
- Providing technical guidance to the project management team on all aspects of electrification and plant
- The Identification of potential hazards, carrying out of risk assessments and implementation of appropriate mitigation measures.
- Advising on the effects of changes to all applicable standards/client’s specification.
- Provide Engineering advice on safety matters
- Review all red line drawings
- Review of the Commissioning Procedures relevant to the works.
- Preparation and maintenance of the test dosser for commissioning activities.
- Liaising with the Engineering Manager on design review of documentation.
- Approval of Risk assessments for commissioning activities.
- Review of commissioning resources in line with the projects requirements.
- Monitoring of commissioning resource competencies.
- Reviewing the Project Programme and relaying the information to the commissioning team in order to plan resource.
- Provide Commissioning advice on safety matters
- Review Staging Strategies.
- Support the Engineering Department in discharging their duties.

Main challenges of the job
- Responsible for putting in place systems and procedures that will ensure railway engineering works are delivered in accordance with the Technical Assurance Plan, and Systems Integration Management Plans.
- Manage works that have complex interfaces between sub-systems, and with the Crossrail civil station and Systemwide contracts, which require effective interface management during testing and commissioning phases.
- To support compliant handover of the completed works to both railway infrastructure operators.
- To ensure contractor compliance with safe methods of railway working, throughout the project execution phases.
- To ensure the internal interfaces between Crossrail contractors and the external relationships with Network Rail, London Underground and other project partners is managed in such a way as to ensure timely and safe completion of the programme.
- To ensure the Contractor complies with their own quality systems.
- To work with the Project Manager and Project Construction Manager to build effective working relationships at the appropriate level within the contractor’s team.
Dimensions & Interfaces (both internal and external)
- Reports to the Project Manager
- Reports functionally to the Project Engineering Manager Systemwide
- Reports functionally to the respective Supervisor (Head of Quality) with respect to Supervisor duties under the NEC3.
- Works closely with construction management and site management staff, area quality representatives, railway systems team, engineering manager and Chief Engineer’s Group and document controllers.
Person Specification
- Degree in engineering, or equivalent experience.
- Relevant experience on a large scale infrastructure project.
- Experience of managing the commissioning of significant value packages of work on comparable railway systems engineering project works.
- Significant knowledge and experience of HV Commissioning quality systems and processes.
- Knowledge of project controls processes.
- Significant knowledge and experience of site-based commissioning processes and procedures/regulations.
- Experience of supervising and administering subcontractors.
- Understanding of the technical design and implementation of 22/11kV High Voltage (HV) distribution networks addressing all aspects of the electrical system from design through to procurement, installation and testing & commissioning.
- Key understanding of the technical design and implementation of 400kV / 25kV AIS/GIS Bulk Supply Point substations and their distribution networks addressing all aspects of the electrical system from design through procurement, installation and testing & commissioning.
- Understanding of working interfaces with UK power utility companies ( NG - 400kV Bulk Supply Point substations & UKPN - 132/22kV Bulk Supply Point substations ).
