PROCUREMENT MANAGER (Senior/Managing QS) in Manningtree, Essex, Essex, United Kingdom
Project details:
The project is the design and construction of a train stabling and light maintenance depot at Brantham Industrial Estate, Factory Lane, Manningtree, Essex C011 1NL.
Manningtree station is a short distance away and accessible from Stratford (London) in less than an hour.
The site start date is August 2017 and completion in February 2019. The pre site procurement and design is being managed from Watford, Hertfordshire (10 min walk from Watford Junction rail station).
The contract is an NEC Option A and the value is circa £40m.
The depot will incorporate reception/departure roads, connection to the Great Eastern Main Line; 13 no. stabling roads/sidings (totalling approx. 8km of track) with CET (controlled emission toilet) points; Maintenance building; Wheel lathe; Carriage washing machine; Bogie wash bio facility;
The depot consists of a wide variety of trades including groundworks, civils, building, fit out, railway systems and specialist equipment for train maintenance.
Location (IMPORTANT):
The candidate will be required to work immediately from Watford. There will then be a requirement to work from the site from approximately mid-August.
Duration: 6 months
Role Description:
The candidate should be experienced in subcontractor procurement and be able to independently lead the process with minimal supervision, taking direction from a manager.
The candidate should be able to demonstrate competence in the following areas, which will be questioned at interview:
- Ability to understand civil engineering and rail projects, including technical details
- Work within the parameters of the procurement strategy to buy subcontract packages within budget and to suit the needs of the project
- Able to follow a subcontract procurement procedure in order to:
- Maintain a plan from a procurement schedule based on a contract programme
- Liaise with the project team to understand the inputs required for each subcontract package (design, engineers, planners etc)
- Produce comprehensive subcontract works packages including the relevant main contract extracts, design drawings and specifications, programme info
- Complete NEC subcontract data with accurate information relating to the package
- issue invitations to tender in line with company procedures and NEC subcontract forms
- analyse tenders received, including normalisation of prices, taking into account clarifications, exclusions
- negotiate with suppliers to ensure robust subcontract prices with minimal exclusions agreed
- make recommendations for pre subcontract interviews
- lead the pre subcontract interview meetings and make meticulous notes
- write recommendation reports for internal and external approval demonstrating best value
- finalise subcontract documentation
- Raise robust letters of intent where required with minimal unagreed terms to ensure the transition to subcontract is smooth and low risk
