Procurement Manager in York, North Yorkshire, United Kingdom
Our client, a rail infrastructure company is currently looking for an experienced Procurement Manager to work on a long-term contract basis located in their offices in York.
The Procurement Manager will be required to support enhancements and renewals projects within the project regional portfolio including the introduction of a new train fleet as well as removing bottle necks to facilitate additional long distance passenger trains and improving links. They also have an extensive renewals portfolio delivered throughout the whole control period providing plenty of unique project management and engineering challenges.
The Procurement Manager will perform the following tasks/duties;
* Manage the tender process including: developing and implementing individual project and steady state contracting strategy proposals, preparation and evaluation of tender documents and negotiation of contracts, internal approval papers and contract award.
* Ensure the tender process adheres to internal governance and applicable EU procurement/ utilities regulations.
* Provide contract commercial management support for a range of contracts.
* Manage responsibilities for endorsements and approval of contracts and variations.
* Provide all services to programme/project teams in a timely and cost effective manner and contribute positively towards the achievement of programme/project objectives.
Please note this role is in-scope of IR35.
Candidates will have the following skills/experience;
* Recognised skills in contractual and commercial matters, with credibility and experience to act as advisor to other staff.
* Successful procurement background with practical intermediate level experience.
* Contributed towards maintaining successful relationships with suppliers.
* Knowledge of relevant contract terms and regulations.
* Strong negotiation skills.
* Ability to lead tender process and engage with project teams.
* Membership of appropriate professional institution i.e. Chartered Institute of Procurement and Supply would be advantageous.
* Experience in tendering within the construction industry would be advantageous.
* Experience in tendering within a project environment would be advantageous.
