Procurement Manager
Purpose of the Role
To develop and deliver a procurement strategy for the UK business which supports the procurement strategies developed by the divisions. Identify and develop cross divisional opportunities which ultimately extend beyond better buying into areas such as product and supplier service provision innovation, substitution and design improvement.

Key Areas of Responsibility & Accountability
- Support the divisional procurement departments by, ensuring implementation of best practice procurement processes and monitoring performance.
- Develop and deliver a Procurement Strategy across Colas Rail UK to deliver the target benefits and financial savings in alignment with the overall business strategy
- Engage support and agreement for the strategy from key stakeholders so that implementation and compliance are optimal.
- Promote sustainable procurement through defining and managing key supplier relationships to deliver breakthrough performance in cost, service and quality, including technical input to bids on strategically significant contracts
- Provide specialist advice, guidance and service on leading practice procurement to all Colas Rail divisions. Including leading the identification, assessment and management of potential risks associate with differing sourcing strategies; providing insight through the analysis of spend, supply markets and savings.
- Work with Safety and Sustainability team to ensure procurement strategy and processes are consistent with Colas Rail's sustainability principles.
- To support the UK business divisions procurement and supply chain management.
- To identify and develop cross divisional and intra group opportunities by a range of strategies.
- To extend procurement beyond better buying and simple frameworks into areas such as product and supplier service provision innovation, substitution and design improvement.
- To assist the divisions with rationalization of the supply chain through compliance auditing and the provision of detailed up-to-date supplier data.
- When appropriate, personally lead key procurement activities on behalf of the business including issuing enquiries, evaluation, negotiation and documentation.

Person Specification
- The job holder will have (summary of type of experience, general capabilities, skills, knowledge, training requirements (e.g. PTS) the ideal person would have)
- Experience of working in a matrix organisation.
- To engage support and agreement from key stakeholders so that Colas Rail's implementation and compliance with procurement is optimised.
- The ability to listen to, understand and effectively manage the needs of the divisions and constantly adapt to circumstances that flux.
- The ability to inspire and convince others to contribute towards achieving organisational success.
- The ability to communicate across a range of levels of understanding
- Pragmatic in approach and happy to get involved in the detail where necessary.
- An understanding of procurement beyond buying and simple frameworks with some experience of product and supplier service provision innovation, substitution and design improvement.
- Experience of implementing automated procurement processes.
- Experience of developing creative income generation solutions to support organisation budget constraints.
