Programme Manager – Northern Powerhouse Rail
Location: Based in Manchester, but with the regular requirement to work from our office in Leeds
Salary: Circa £65,000 per annum

Role Profile
Transport for the North (TfN) is set to be the first Sub-National Transport Body in England and is establishing itself as a leading edge organisation, mapping the way for other regions to follow. The organisation is underpinned and supported by a collaborative Partnership representing political and business leaders from all areas of Northern England, working together with the Department for Transport, Highways England, Network Rail and HS2 Ltd.
TfN is developing an integrated, multi-modal Strategic Transport Plan which will set long-term sequenced investment priorities. The organisation and its Partnership share a vision to improve the frequency, capacity and resilience of the North’s transport system to make it easier for people and goods to move throughout the region. In doing so, we want to create a globally competitive environment that can sustain economic growth for decades to come.
Transport for Greater Manchester (TfGM), on behalf of TfN, is looking to recruit the following role:
The role:
The Programme Manager will support the delivery of the Northern Powerhouse Rail (NPR) projects and programmes ensuring on-going delivery to time, budget and quality standards in compliance within agreed project management standards and procedures. This role will also involve establishing effective working arrangements with multiple internal and external stakeholders to provide guidance on the development and delivery of programme.
What we’re looking for:
The successful candidate will have a proven track record and experience of successfully managing rail related projects and programmes and extensive experience of managing budgets and effectively applying key commercial, business and other management processes.
Proven experience of managing consultants and other contributors to strategic development programmes as well as coordinating and supervising multiple programmes of work are essential. Excellent communication and negotiation skills are also required along with the ability to balance the needs of stakeholders.
Knowledge, skills and experience required at selection stage:
Essential Experience:
- Proven track record and experience of successfully managing rail related projects and programmes
- Ability and extensive experience of managing budgets and effectively applying key commercial, business and other management processes
- Demonstrable political sensitivity and the ability to manage stakeholders
- Proven experience of managing consultants and other contributors to the strategic development programme
- Demonstrable experience in writing and presenting both technical and progress reports in an accessible manner
- Previous line management experience
- Demonstrable experience of co-ordinating and supervising multiple programmes of work
- Experience of developing strategies
