Purpose of the Role

To Manage all operational training, assessments and route learning to ensure that all Rail Services Locomotives and On Track Machines are operated in full compliance with Colas Rails' ROGS Certification, Railway Industry Standards and Health and Safety Legislation.

Key Areas of Responsibility & Accountability

Principal Accountabilities

  • Oversee the operational management of the route knowledge, driver and operator competencies and traction database for Plant and Freight.
  • Identify and provide appropriate and relevant statistics and documentation to be included in Annual/monthly briefing process.
  • Hold regular meetings with the Head of Planning and Rostering, and team to identify any Immediate and future internal route knowledge shortfalls that need addressing then, through structured and targeted route learning, manage selected drivers to close the identified gaps in a timely manner.
  • Manage driver cross training to maximize the traction knowledge of the pool of drivers ensuring that all drivers are capable of driving multiple tractions across Plant and Freight.
  • Ensure costs associated with route learning and staff operational training and assessments are managed and controlled within budgetary constraints.
  • Ensure driving and operating competencies are carried out to ensure competency is achieved.
  • Manage Colas Rail's total route knowledge to eliminate the dependency on external conductors for all operational services which will consequently reduce the risk of non- supply of planned shifts through incomplete driver route knowledge.
  • Collaborate with the Operations Managers to ensure all training, assessment and competency requirements are recognised and managed to compliance and all records are up to date, visible and auditable.
  • Advise Operations Managers on all issues regarding route knowledge, training, assessment and update where needed.
  • Through collaboration with Planning and Operations Managers, develop the cross training of drivers from all divisions to increase ability within Colas Rail Services.
  • Ensure Colas Rails processes and procedures are maintained to industry group standards.
  • Carry out on call duties as required by the business.

Principal Responsibilities

  • Manage the route learning and training/assessment program for all Rail Services Train Drivers and operators
  • Ensure Cab access agreements (contracts) with TOC/FOCs are renewed in a timely manner to ensure the continuity in service of cab passes and manage the utilization of all cab passes to ensure that they are delivering maximum benefit to the business.
  • Ensure that purchase orders are raised on summit and goods received signed off for all route learning/retention issues.
  • Manage all aspects of route learning, route refreshing and driver/operator training and assessments with all driver Trainer Assessors, ROMS and Freight Managers sharing resources where possible.
  • Attend where appropriate internal planning meetings with the Regional Operations Managers for Freight and Plant to identify Operational/Conductor resource shortfalls which will enable targeted Training/Route learning to be managed.
  • Work towards Rail Services being a supplier of external conductors rather than a user.

Person Specification

The job holder will have the following technical skills, training and experience required to fulfill the duties of this role:

  • Always have safety as the primary consideration in all aspects of delivering and managing the people, process and equipment in Colas Rail.
  • Excellent knowledge of railway geography.
  • Qualified level 3 trainer and 301/302 level 3 assessor or equivalent.
  • Excellent IT knowledge of Word/Excel.
  • Knowledge of Freight train loads and route acceptance.
  • Excellent knowledge of railway operations and rules.
  • Good knowledge of Traction and Rolling Stock types and their application.
  • Good interpersonal skills.
  • Competent train driver certification and medically fit to RIS-3451-TOM Issue 1
  • (Train Drivers - suitability and Medical Fitness Requirements).
