PURPOSE OF THE ROLE:

Provide Possession & SSOW support to Access Management Team and be responsible for the interface arrangements for On-Track Planning Coordination, ensuring the procurement and planning of on-track plant for construction projects on Network Rail (NR) infrastructure meets with all relevant requirements.

SSOW Responsible Manager

Ÿ Delivery of possession management and SSOW management support on individual projects to (within) budget and specification, time, cost and quality
Ÿ Delivery of possession management and SSOW planning to laid down legislation, industry and company standards
Ÿ Ensuring that RIPS activities are assigned to competent RIPS planners
Ÿ Ensure safe working practices and environment
Ÿ Timely and adequate preparation of the plan by the planner and for commissioning and validating the plan.
Ÿ Accepting or rejecting the plans produced by the planner, including verifying that the level of protection is appropriate for the location and nature of work.
Ÿ Monitoring performance data for their area of responsibility including the level of protection provided and the number of plans rejected or changed at site
Ÿ Nominating who will undertake the Safety Critical roles in the plan
Ÿ Be competent with suitable and sufficient experience in managing railway interface planning to oversee RIPS activities and specify protection needs to the planner.
Ÿ Be able to demonstrate their ownership of the planning process and Safety Critical decision making.
Ÿ Carry out site surveys and associated risk assessments to enable informed decisions when assessing levels of protections and reviewing SSOW packs
Ÿ Request, Review and Issue SSOW Packs in accordance with relevant legislation, industry and company standards
Ÿ Undertake lessons learned reviews and feedback sessions with safety possession staff to promote continuous improvement

OTP Co-ordinator

Reviewing the scope of work for OTP ensuring consideration of the methods and hazards associated with OTP operations have been addressed in accordance with NR standards.
Ensuring only Network Rail approved suppliers that are Plant Operator Scheme registered are used for provision of planning and supply of on-track plant.
Ensuring site surveys have been adequately undertaking by the OTP supplier to identify delivery and access points, gradient, cant, railhead contamination, bridges, tunnels, restricted clearances and any other potential hazards.
Ensuring appropriate selection of plant has been made, including the requirement for dynamically braked trailers where used. Checking Engineering Acceptance and VAB Certificates for all machines provided and the use of approved communication equipment.
Reviewing possession and work plans for the site to ensure any interfaces with other contractors, visitors or maintenance have been addressed.
Checking the suitability of the OTP / Lifting Plan prepared by the OTP supply company. Ensuring that the plan is site and task specific and that it contains control measures for the identified risks.
Ensuring that the plan meets the criteria of Procedures and Network Rail Standards including ALO assessments as well as LOLER and PUWER legislation.
Providing guidance and support to the business through advice and briefings on OTP standards and industry requirements.
Undertaking audits and inspections of OTP activities within the business and raising any areas of concern to the management team

Knowledge & Experience:

Ÿ Knowledge of AC / DC lines working instructions
Ÿ Knowledge and application of the Network Rail Standards
Ÿ Previous experience as a Possessions and SSOW Planner
Ÿ Knowledge and use of Network Rail Possession Planning System (PPS)
Ÿ Knowledge and use of Green Zone Access website
Ÿ Thorough knowledge of the Rule Book Modules in respect of planning work on or near the line and working under Module
Ÿ Knowledge of application and use of Sectional Appendices, Hazard Directory and Track / Signalling Diagrams
Ÿ Experience of working within a railway environment
Ÿ IT Skills - basic computer literacy, use of Windows operating system, e-mails and internet based services (e.g GZAM website)
Ÿ Knowledge of Safety Critical roles and operational railway risks
Ÿ Minimum 5 years experience and knowledge of OTP operations/planning.
Ÿ Lift Planner competence desirable
Ÿ Extensive knowledge of Network Rail standards for OTP planning and operation
Ÿ Recent PTS Certification

Use all equipment provided safely and notifying local management of any observed deficiencies or defects as soon as they become apparent
Inform management of any changes in materials, plant or processes and of any new materials, plant or processes which become apparent in the course of work that may impact on safety or the environment
Inform management of any potential improvements that could improve the Alliance environmental performance
Immediately inform management of any observed hazards, injuries or dangerous occurrences, which become apparent during work
Report all safety and environmental incidents and accidents
Investigate accidents or incidents to determine basic causes, feedback information both up and down the organisation
Ensure adequate H&S equipment is to hand and is used by employees
Undertake H&S tours or inspections; take action where deficiencies are observed
