This role complements an already established team of Safe Work Leaders and Planners across the whole country. The Safe Work Manager (SWM) would join a project team to develop and instigate the delivery strategy for the scheme. The SWM would also support all projects throughout the UK.
POSITION OVERVIEW
019 V09 5.4.3 Safe Work Manager
The Safe Work Manager (SWM) is experienced in planning and project managing worksites in possessions which requires a higher level of strategic and risk management.
The SWM shall be the nominated person in charge and shall appoint an Engineering Supervisor (ES) to support them in managing the workload and operational risks.
The SWM reviews the interface risks associated with multiple tasks and therefore does not need to be competent to undertake each of the tasks under their control. They should, confirm that the relevant Task PIC has assessed the risks and identified controls.
The SWM shall be nominated by the lead function or contractor during the planning process, in time to meet with planning timescales and in order to meet their accountabilities. Work parties shall notify in writing their interface risks created as part of the de-confliction process.
NOTE: The SWM will be the appointed Person in Charge of the Worksite with overall accountability and responsibility for that worksite, the risks associated with each task will be managed by each relevant Task PIC who has planned that activity as the person in charge and holds the safe work pack for that discrete activity.
This is a critical role within the Alstom business under the new 019 standard and is an important role within a project and as well as external clients and suppliers.
The SWM will report functionally to the Project Director and hierarchically to the Rail Safety Critical Manager
RESPONSIBILITIES
- Accountable for the safety of the workgroups and work area within complex engineering worksites that require an enhanced level of strategic planning and safe delivery, and may appoint an Engineering Supervisor to support the SWM in manging workload and risks.
- Considers the interface risks associated with multiple tasks and therefore does not need to be competent to undertake each task under their control. The SWM however, is responsible for the de-confliction of multiple tasks within the same worksite, at the planning stage
- SWM should confirm that relevant Task PIC for each task are trained and assessed as competent for their respective works and has considered the risks & identified controls for their particular task.
- SWM will work as Worksite PIC and be responsible for Safe Work Pack creation, review & implementation.
- The SWM shall be responsible for managing the safe delivery of works within the complex worksite he has been appointed to control
- The SWM can appoint an E.S to assist in the management and control of the worksite.
- The role would also be responsible for undertaking the duties of ALO Responsible manager on allocated project sites, ensuring safe access and egress to rail way sites.
- The SWM remains ultimately responsible and accountable for the delivery of works within the complex worksite as Worksite Person in charge
The post holder will be expected to :
- Work at least 37 hours each week
- Attend site when required by the Project
- Be available to work both days and nights as required in the week as well as the weekend
- To comply with, undertake and promote all relevant Environment, Health & Safety measures, responsibility’s and activities
- Attending planning meetings
- Arrange and deliver worksite briefings
- Monitor PPS and identify complex worksites
- Liaise with the client and other Principle contractors during the planning stage
- Attend and effectively manage sites in the event of accidents and incidents
- Write and deliver 019 briefings as required
- Write shift reports to a standard that ensures compliance with audits
- Be confident enough to make important decisions particularly when de-conflicting works and be an affective Communicator of those decisions.
