As the Senior Transport Assessment Manager, you will lead the traffic and transport assessment work developed for the hybrid Bill for Phase Two in accordance with organisational, sponsor and parliamentary requirements. You’ll be the client liaison ensuring integration of traffic and transport tasks across engineering (design and construction) and environmental impact assessment.
Key Responsibilities Will be to:-
To lead the traffic and transport assessment requirements, working with the Technical Directorate. Ensure all client requirements are met for the hybrid Bill and in particular the Environmental Impact Assessment Report.
Provide Area Team client leadership for solutions to address local traffic and transport constraints and issues and ensure that local transport arrangements are embedded as an integral part of the project scheme and design in accordance with the HS2 Sustainability Policy and Sustainability Approach Document.
Work with other technical specialists including engineers, spatial planners, construction experts and environmental and sustainability specialists to achieve high quality integrated designs and develop appropriate and cost balanced mitigation strategies and solutions. Ensure traffic and transport work contributes efficiently and effectively.
As part of HS2 L.t.d’s assurance process, review and critically appraise traffic and transport deliverables to ensure compliance with the organisation’s technical and sponsor requirements, environmental commitments, environmental law and regulation .
Lead technical local stakeholder engagement (working closely with the Area and Stakeholder Teams and Technical Directorate) via various different forums to obtain information to inform the development of the design and assessment and to ensure stakeholder’s requirements are understood and managed.
Provide the key client management interface for consultants appointed to undertake the route-wide traffic and transport assessment ensuring delivery according to best practice and compliance with HS2 Ltd assumptions in relation to design, construction and operation.
Work closely with the Area Teams, provide support to the hybrid Bill team, including the relevant expert witnesses on local traffic and transport issues and preparation of petition responses and reports to Select Committee.
Support the management of the environmental budget to ensure consultant costs for traffic and transport elements are properly forecast, managed and controlled in line with the overall Area Team budget and organisational requirements.
Work closely with the Area Teams and via the Environment Interfaces Manager, lead the response to general internal and external enquiries on route-wide traffic and transport matters.
Support the Phase Two Head of Environment on internal and external reporting of local traffic and Transport matters.
Ensure full audit trail of key decisions and compliant data management to enable effective petition management, efficient handling of enquiries and to ensure that statutory requirements are met.
Work closely with Area Teams, manage traffic and transport related input into relevant HS2 Ltd reports and briefings to Ministers to enable robust decision making.
Key Skills, Experience:-
You will have experience of having previously worked as a transport specialist in a lead/ senior capacity on transport assessments for complex/major infrastructure projects.
You will have experience in managing consultants and of working across multi-disciplinary teams overseeing the technical output of consultants and expert advisors.
You will have a detailed understanding of Web TAG, transport assessment guidance and travel planning.
You will be proficient in transport planning, analysis and assessment techniques, including an understanding of the development and application of transport planning modelling and assessment tools.
You’ll ideally have project management experience of complex projects, including procurement processes is desirable.
You’ll have strong numeracy, written and verbal communication skills and the aptitude to rationally explain, explore and discuss traffic and transport issues to a range of stakeholders.
You will have experience of preparing / reviewing material for and attending public consultations and supporting public inquiries.
You will have experience of working under extremely tight deadlines within a constantly changing project environment.
Qualifications Required:-
Bachelor or Master’s degree (or equivalent) in a relevant discipline.
Excellent I.T skills and proven working ability to use Office based software, including Word, Excel, Power Point, Outlook. A good understanding of GIS, SharePoint and eB is also desirable.
Chartered membership of a relevant professional organisation (including Transport Planning
Professional (TPP)) or working towards.
