Cost Planning Manager – Network Rail
Baskerville House, Birmingham
This role is in scope of IR35 – £439.37 (LTD/Umbrella)
Network Rail is at the heart of revitalising Britain’s railway. From Crossrail – Europe’s largest civil engineering project – to investment in world-class stations and major programmes of electrification, we're involved in some of the most ambitious and diverse ventures that this country has ever seen.
Network Rail are currently looking for a Cost Planning Manger to join their team in Birmingham. You will be responsible for producing capital cost estimates for rail enhancement projects and renewal projects.
Responsibilities:
- Working knowledge of how cost planning techniques are used in the financial control of projects during the development and design stages of a project.
- Develop accurate and comprehensive cost plans in accordance with the Cost Planning policies, processes and the Governance for Railway Investment Projects (GRIP) in a timely and efficient manner.
- Develop cost plans in accordance with the Rail Method of Measurement format and structure.
- Produce cost plan reports in accordance with the Cost Planning policies and processes to support the basis of all cost plans.
- Implement, manage and control the Cost Planning policies and processes at a project level.
- Working collaboratively with the function project teams develop and promote cost planning good practice.
- Complete and submit project and rail work activity based cost model cost data through the ‘Cost Analysis Framework’ (CAF) process at early project lifecycle stages into the ‘Railway Cost Information Service’ in accordance with the Cost Planning policies and processes in a timely and efficient manner.
- Continue professional development within own technical area of expertise to be able to give best practice advice in line with business objectives.
- Proficient in the development and use of Unit Cost Modelling for railway based work activities and provide improvement initiatives.
- Work collaboratively with the Risk and Value Team so that all cost plans are supported with the appropriate Risk Allowance in accordance with the Cost Planning Framework.
- Work collaboratively with the Sponsors, Development Managers and Route Asset Managers (RAMs) to produce Life Cycle Costs through the use of the Cost Benefit Asset Lifecycle Tool (CoBALT).
- Understanding of Commercial Policies and Governance.
Essential
- Knowledge of Cost Planning and Estimating processes and techniques.
- Knowledge of Cost Analysis, Cost Modelling and Benchmarking processesand techniques.
- Qualified in Cost Planning, Estimating and / or Quantity Surveying.
- Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.
- Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.
- Good communication, analytical, presentation and reporting skills.
Desirable
- Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.
- Educated to degree level.
