Long Term Technical Strategy for Transport for London and its various modes of Transport. Responsible for the development of and implementation of a delivery plan for technical content that will be written by the professional heads of engineering. How can we describe and present our technical strategies in a way that is engaging, concise and accessible?
Whole life cost modelling for TfL in general and the Deep Tube Upgrade Programme in particular. How can we build a transport system that is affordable as well as lower cost to operate and maintain?
Improvements to the technical requirements development and management processes. This includes the concessions management process and approved product register processes. We have some fine engineers and examples of good practice – how can we make this the norm?
The assignment scope is to work on technical strategies primarily in rail but also other TfL transport modes.
Senior Engineer
Knowledge: Good understanding of the delivery of projects at an early stage including a thorough knowledge of one or more of the following specialisms: Business case development, whole life cost, securing external sources of funding for R+D, obsolescence management. Good knowledge of the strategic needs of TfL, its context and the priorities and ambition of its leaders. Understanding of London's UK, European and international transport industries, best practice, benchmarking and horizon scanning. Commercial awareness, understanding of business cases, monetisation models, whole life cost, supply chains, procurement strategies and how to get best value for TfL. Detailed knowledge of an engineering discipline. Understanding of the body of knowledge of a range of different engineering disciplines deployed in transport and how they can be brought together appropriately in projects and programmes. Skills: Ability to think strategically – making connections across the organisation, communicating with and developing these connections to enable best outcome for the business. Ability to work with stakeholders to scope, structure and deliver projects to agreed cost, time and resources. Ability to identify and combine a number of different engineering disciplines (covering hardware and software) in order to develop solutions. Experience: Experience of early stage project delivery in transport including needs analysis, problem definition, choice of lifecycle framework, concept development, option identification, engineering analysis techniques and business case development. Experience of working with stakeholders in major transport projects and maintenance organisations to develop, negotiate and document needs, requirements and technical specifications. . Experience of one of the following: - Delivering early stage projects where there is client uncertainty - Delivering research and development projects - Delivering obsolescence solutions in a large organisation
