£49,500 (plus shift allowance)

Job Purpose

As Assistant Transport and Enforcement Investigations Manager, you will provide first-line field and investigative supervision to Transport Enforcement and Investigations Officers, contributing to improved compliance and customer service.

You will play a key role in delivering safety, security, and reliability across the network through proactive engagement, investigations, enforcement, and prosecution activities.

Working within the Central Investigations Team, you will support operational improvement and the professionalisation of the function while actively tackling and preventing crime and fare evasion, ensuring alignment with the wider objectives of Security, Policing and Enforcement.

Key Accountabilities

• Provide effective management and supervision of a team of Transport Enforcement and Investigations Officers, driving team performance, ensuring high investigative standards, conduct and customer service.

• Identify and act as first point of contact for all Health & Safety related issues, ensuring possible issues are resolved in a timely manner. Where this is not possible, ensure that matters are raised with the appropriate member of the management team.

• Ensure the team recognises the importance of safety and that the latest safety procedures are understood, undertake briefings, knowledge checks.

• Monitor staff performance and attendance ensuring that the relevant managers are kept informed of issues and staff records are updated accordingly.

• Contribute and deliver effective tasking and deployment of resources across the Central Investigations Team.

• Liaise with local Trade Union representatives to ensure that, wherever possible, day to day issues are resolved on a timely basis.

• Ensure all activity undertaken by Transport Enforcement and Investigations Officers, is both legal and ethical.

• Manage the Transport Enforcement and Investigations Officers workload ensuring all reports are of the required standard to support enforcement action being taken in line with the TfL’s Enforcement policy.

• Support intelligence led enforcement by identifying issues, analysing information, and contributing to the appropriate tasking and deployment of the team with relevant support across Security Policing and Enforcement.

• Monitor the quality and timeliness of investigations to ensure activity meets required standards and complies with TfL’s Enforcement and Investigative procedures.

• Use delegated authority to make appropriate operational and investigative decisions, based on the Enforcement and Investigations strategy.

Knowledge

• A good understanding of TfL's objectives and deliverables and the role Security, Policing and Enforcement undertakes. (Essential)

• Detailed knowledge of relevant health and safety legislation and the safety implications of working in an operational environment (Essential)

• Good knowledge of compliance and enforcement activities within the transport industry (Desirable)

• Good knowledge of HR policy and procedures (Desirable)

• Awareness of the public facing environment within which TfL operates and the wider implication of decision making in the public domain (Desirable)

• A good understanding of social, political and environmental factors that impact the TfL network and services (Desirable)

• Sound working knowledge of the relevant legislation across all TfL modes (to include Taxi and Private Hire). (Desirable)

• Sound working knowledge of undertaking Criminal Investigations and court processes and procedures. (Desirable)

Experience

• Demonstrable experience of working in both an operational and investigative environment preferably in field enforcement and compliance roles or similar. (Desirable)

• Experience of managing or supervising a geographically dispersed workforce (Desirable)

• Proven experience in problem solving in an operational environment (Essential)

• Experience of being able to deal with confrontational situations (Essential)

• Experience in working with a range of stakeholders (Desirable)

• Experience of dealing with formal and informal staff matters and working with trade unions at a local level (Desirable)

Vetting Process

This is a position of trust, where the post holder will regularly deal with young and / or vulnerable persons, as well identifying and taking enforcement action against known offenders. Maintaining customer and public trust in TfL is priority, all applicants will be required to have access to certain policing information and systems. The role will therefore require the need to obtain and maintain Non-Police Personnel Level 1 vetting with a Counter Terrorism Check. The level vetting and frequency of vetting renewal is determined by the authorising police force and may be subject to change.
