Chief Quality Assurance/Quality Control Expert – Metro Rail Project

Manila, Philippines | International Consultancy | Long-Term Assignment

An exciting opportunity has arisen for an experienced Chief QA/QC Expert to join a major Metro Rail infrastructure project in Manila, Philippines. Working on behalf of the end client through a leading international consultancy, you will play a key leadership role in ensuring quality assurance and quality control standards are successfully implemented across multiple high-profile rail contracts.

This is a unique opportunity to contribute to one of the region's most significant transportation projects while working alongside an international team of industry experts.

Key Responsibilities

• Support the Project Director in overseeing all project QA/QC activities.
• Lead and manage a multidisciplinary team of QA/QC specialists and engineers.
• Ensure compliance with contractual quality requirements across all project packages.
• Review and provide input into QA/QC plans during the tendering process.
• Assist the Department of Transportation (DoTR) in evaluating contractor bids from a QA/QC perspective.
• Monitor and assess contractors' implementation of quality management systems and project deliverables.
• Support Resident Engineers with inspections, audits, and compliance reviews on site.
• Participate in coordination meetings covering Civil Works, E&M Systems, Rolling Stock, and other project disciplines.
• Drive continuous quality improvement and ensure adherence to international best practices.

Requirements

• Degree in Civil Engineering, Railway Engineering, Quality Management, or a related discipline.
• Extensive experience in major rail, metro, railway, or large-scale infrastructure projects.
• Proven track record leading QA/QC functions on complex construction projects.
• Strong understanding of contractor management, quality assurance systems, inspections, and compliance monitoring.
• Experience working with international consultancy firms, government agencies, or transport authorities is highly desirable.
• Excellent leadership, communication, and stakeholder management skills.
• Previous international project experience would be advantageous.

• Salary: USD 10,000 – 12,000 per month
