Job Purpose

Civils / Cabling Supervisor with experience of working across multiple telecoms operators The role is responsible for the safe, compliant, and efficient delivery of civils and cabling works, while supporting commercial control through accurate planning, reporting of variations, and cost-conscious site delivery.

Key Responsibilities

Pre-Construction & Planning

Work closely with the commercial team on receipt of tender and construction drawings, providing input on:

  • Labour requirements
  • Plant and equipment
  • Materials and subcontractor needs
  • Survey works to determine:
  • Installation methodology
  • Traffic management requirements
  • Access constraints and risks
  • Liaise with local authorities to identify constraints, approvals, and site-specific requirements
  • Demonstrate working knowledge of the BT Openreach PIA (Physical Infrastructure Access) portal, interrogating network data to supportroute planning and installation methodology

Traffic Management & Street Works

  • Liaise with traffic management contractors to ensure TM plans are prepared in accordance with installation requirements and NRSWA regulations
  • Hold NRSWA accreditation and ensure street works compliance at all times

Use Street Manager to:

  • Submit permits
  • Manage permit conditions
  • Monitor applications from submission through to closure
  • Submit works measures on completion

Monitor and manage:

  • Fixed Penalty Notices (FPNs)
  • Section 74 overruns
  • Inspections and defect notices

Health, Safety & Compliance

  • Prepare and manage RAMS for both civils and cabling works
  • Ensure all sites have correct SLG (Signing, Lighting & Guarding) in place
  • Conduct daily site inspections and ensure:
  • POWRAs (Point of Works Risk Assessments)
  • Permits to Dig
  • Manhole Entry Permits
  • Site Diaries
  • Other required documentation
    are completed accurately and on time
  • Ensure correct plant and equipment are used and that safety equipment such as:
  • GDU (Gas Detection Units)
  • CAT & Genny
    are available, used correctly, and suitably calibrated
  • Promote a strong safety-first culture and ensure compliance with company, client, and statutory H&S requirements

Site Supervision & Delivery

  • Manage and supervise civils and cabling teams on site
  • Ensure works are delivered in accordance with:
  • Approved drawings
  • Method statements
  • Client-specific standards
  • Record and report daily site variations, risks, and changes, feeding information back to the commercial department on a daily basis
  • Order required plant, materials, and equipment to support site activities
  • Ensure productivity, quality, and programme targets are met

Operator-Specific Requirements

  • Ensure cabling teams are fully briefed on operator-specific working requirements, including but not limited to:
  • COLT requirements:
  • Photographs taken of each chamber prior to works commencing
  • Visual risk assessment completed to identify potential issues (e.g. damaged cables or fibre joints)
  • Photographs taken of chambers on completion of works
  • Ensure works comply with each operator’s standards and approval processes

Quality, As-Builts & Handover

  • Capture accurate as-built information during installation
  • Submit as-built data to the CAD Engineer for preparation of final drawings
  • Support quality inspections, snagging, and handover activities

Client & Stakeholder Management

  • Liaise with clients during weekly progress calls
  • Attend meetings with local authorities where required
  • Act as a professional on-site representative of the company at all times
  • Escalate issues, risks, and programme impacts to the Project Manager

Skills & Experience

Essential

  • Proven experience supervising telecoms civils and cabling works
  • Experience working across multiple operators
  • Strong understanding of:
  • NRSWA and Street Works
  • Traffic Management requirements
  • BT Openreach PIA
  • Experience using Street Manager
  • Ability to read and interpret drawings and specifications
  • Strong organisational, communication, and leadership skills

Desirable

  • Experience working for Tier 1 telecoms contractors
  • Knowledge of live network environments
  • Experience managing multiple work fronts
