Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements

This is a part-time role, collaborating as a job share, for 3 days per week. We may have scope to reduce the hours to 2 days per week for those interested

Overview of project/role

Places for London is TfL’s property company, responsible for shaping how one of the capital’s largest and most high-profile development portfolios is understood, experienced and trusted. Operating in a complex public and political environment, the business brings together regeneration, housing and commercial development with a strong emphasis on brand, narrative and engagement. Its communications and marketing activity plays a critical role in building visibility, credibility and support for long-term placemaking ambitions, ensuring that what Places delivers on the ground is matched by clear, confident and consistent storytelling across London’s communities, partners and a wide range of political and community stakeholders and residents.

As Communications Manager, you’ll develop and deliver integrated internal and external communications that support Places for London’s strategy, projects and brand. Operating in a politically sensitive, high‑profile environment, you’ll shape clear, compelling narratives aligned to the Places Business Plan, helping to strengthen relationships with London boroughs, communities and industry partners, while building colleague engagement across Places and the wider TfL organisation. You’ll manage both proactive and reactive communications across multiple channels, supporting Places’ reputation, stakeholder engagement and the delivery of place‑based projects. Where required, you’ll commission and manage agency and supplier support, ensuring all outputs are insight‑led, high quality and contribute to protecting and enhancing reputation while supporting effective delivery.

Key Accountabilities

  • Develop and deliver integrated internal and external communications plans, working as part of the wider marketing and communications team to support Places for London’s strategic objectives and Business Plan
  • Provide clear, confident communications advice to senior leaders, identifying risks, opportunities and political sensitivities and shaping compelling narratives for programmes and priority development and asset projects
  • Build and maintain effective working relationships with key stakeholders, including London boroughs, developers, community groups and political representatives
  • Design and lead community engagement activity, including consultations, events and forums, to build trust, gather insight and inform decision‑making
  • Commission, manage and oversee content across digital, social, print and face‑to‑face channels, working closely with marketing colleagues and suppliers to ensure consistency of messaging and alignment with brand and priorities
  • Ensure Places for London is accurately and effectively represented in TfL corporate outputs and reporting, including contributions to organisation‑wide materials
  • Plan and deliver internal communications and engagement activity, working with colleagues and leaders to support culture change, employee engagement and alignment with Places’ brand and strategic direction
  • Lead on monitoring and evaluation of communications activity, using insight, data and stakeholder feedback to define key performance outcomes and continuously improve engagement and impact
  • Support the delivery of B2B events and thought‑leadership activity, including industry engagement and speaking opportunities, to raise Places for London’s external profile
  • Ensure all communications activity complies with TfL governance requirements, brand standards and legal obligations

Skills, Knowledge & Experience

Skills

  • Outstanding written and verbal communication; able to tailor messages to diverse audiences and simplify complex issues (Essential)
  • Strategic thinking and narrative development; sound political judgement and stakeholder savvy (Highly desirable)
  • Project and event management, with strong planning, prioritisation and governance (Highly desirable)
  • Data led approach to evaluation and continuous improvement, comfortable with comms metrics and insight (Highly desirable)
  • Relationship building, influencing and coaching skills with senior leaders and external stakeholders (Desirable)
  • Understanding of digital platforms and content creation (Desirable)

Knowledge

  • Strong understanding of high-profile public sector and politically led environments, including London governance and the Mayor/GLA context (Essential)
  • Principles and practice of inclusive consultation, community engagement and stakeholder engagement communications and techniques (Essential)
  • Knowledge of the built environment (planning process, property development lifecycle), regeneration, sustainability and ESG considerations (Highly desirable)
  • Understanding of brand, thought leadership, B2B marketing, and internal communications best practice (Highly desirable)
  • Measurement and analytics for communications, including setting and tracking KPIs (Highly desirable)

Experience

  • Proven delivery of internal and external communications in large, complex and politically sensitive organisations (Essential)
  • Experience leading stakeholder/community engagement for built environment or infrastructure projects in London (Highly desirable)
  • Track record in thought leadership, events and partnerships that raise profile and influence (Highly desirable)
  • Demonstrated success managing agencies/suppliers and budgets to deliver high quality outputs (Highly desirable)
  • Evidence of embedding content in wider corporate narratives (e.g., business plans, board/commissioner reports) and aligning communications to policy frameworks (e.g., Mayor’s Transport Strategy) (Highly desirable)
  • Experience supporting organisational change and/or crisis/issue communications (Desirable)

Assessments are scheduled to take place from 08 June 2026

Appointments will be in person at one of our Head Office buildings (Victoria Station House or Palestra), and will comprise an interview assessing TfL competencies, and technical elements of the role.
