Overview:
The Operational Training and Skills Development team at TFL develop training for every person you've interacted with. If you've waved at a train driver, asked a question at a station, or met an engineer during an upgrade - you've seen the result of our training.
As a Content Developer, you'll combine your skills in learning experience development, copywriting, and digital design to produce innovative training solutions for both face-to-face and online learning across TfL. You'll work with a range of tools—from the Adobe Suite to Articulate, —to create engaging scripts, storyboards, and multimedia content including graphics and animations.

Key Accountabilities
- Develop high-quality training materials to quality, time and budget, ensuring all materials meet learning outcomes and business objectives
- Champion proactive learning development by leveraging external market insights and promoting best practices in technology-enhanced learning, ensuring timely and goal-aligned project delivery.
- Ensure readiness for development by verifying tools, applications, data, subject matter experts, and access credentials are in place for smooth content creation.
- Maintain high standards of quality by testing and validating course materials to ensure a seamless transition from design to delivery.
- Drive innovation in learning design by researching and integrating emerging technologies and methodologies into course content.
- Collaborate with subject matter experts to produce compliant, high-performing learning materials that meet organisational and operational standards.
- Partner with Skills Design Specialists to ensure learning interventions effectively address defined objectives, outcomes, and learner needs.
- Align with Competence Management principles by working closely with stakeholders to uphold organisational and regulatory compliance.
- Promote best-practice learning solutions by showcasing their impact and value to sponsors and stakeholders for optimal learning outcomes.
Skills
- Ability to create content using instructional design tools to time and budget (Articulate Suite and Adobe Creative Cloud) (Essential)
- Work consistently with a high level of accuracy and attention to detail in the formulation of subject matter learning resources (Essential)
- Understand customer requirements to create and amend existing content. (Essential)
- The ability to learn new software quickly. (Essential)
- Ability to apply a variety of different tools to test content to detect issues before quickly identifying how to fix them. (Essential)
- Ability to build effective working relationships and communicate, both orally and in writing, with people at all levels across the organisation and externally and to influence. (Essential)
- Responsible for processes, systems and procedures and ensuring they are accurately completed. (Essential)
Knowledge
- Understanding of SCORM e learning standard and the technical structure of digital learning courses (Essential)
- Good understanding of the Instructional Design Principles used to develop materials (Essential)
- An understanding of the composition and functions of an organisation wide Learning Management System (Essential)
- Intermediate to advance knowledge of all development suite products, Photoshop, Illustrator, Premiere Pro, InDesign etc (Essential)
Experience
- Extensive experience using industry standard content authoring tools and content management systems (Essential)
- Working with subject matter experts to ensure learning content and design meets the business need. (Essential)
- Experience of MS Office applications (Word and PowerPoint). (Essential)
- Experience of taking a concept and transforming it to a deliverable learning output. (Essential)
- Substantial, proven experience of using a variety of media and photography and identifying visual material that is appropriate for incorporation into learning resources. (Desirable)
- Proven experience in managing the development and completion of a diverse range of learning resources to deadlines. (Essential)
- Experience working in an agency-style environment in the digital learning space (Desirable)
