Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

This is a high-impact opportunity to play a pivotal role in the delivery of commercially significant and customer‑critical projects across Sponsored Services, including the London Cable Car, Santander Cycles and London River Services.

As Delivery and Development Manager, you will lead complex, high‑profile projects that directly contribute to safety, operational excellence and revenue growth. Your work will help create distinctive, world‑class customer experiences, combining physical assets with innovative technology and audio‑visual solutions, delivered within a live operational environment.

You will take ownership of projects from concept through to delivery, translating commercial ambition into clear, deliverable plans and making timely, informed decisions to drive progress. The role requires confident leadership, sound judgement and the ability to balance risk, opportunity and customer impact when navigating ambiguity.

You will work closely with a wide range of internal and external stakeholders, including borough and stakeholder engagement teams, contracted operators, governance boards, engineering, marketing and specialist delivery partners. Through these relationships, you will lead decision‑making, resolve issues and ensure projects are delivered safely, commercially and with a strong focus on the customer.

In this role, you will:

  • lead the delivery of operational, safety and customer-focused projects with values of up to £20m
  • translate approved business cases into clear project requirements, milestones and delivery strategies
  • balance revenue generation, customer experience and value for money to achieve sustainable outcomes
  • collaborate with a wide range of internal teams, contractors and commercial partners
  • work flexibly across locations to ensure successful and safe project delivery

Key accountabilities

As a member of the Sponsored Services Business Development team, you will be accountable for the safe, timely and commercially robust delivery of projects. You will provide leadership and assurance across delivery, protecting TfL’s reputation and driving positive customer outcomes.

  • plan and manage projects up to £20m in value using TfL delivery methodology and governance to ensure intended commercial, customer and operational benefits are realised
  • translate business case assumptions such as ticket sales, revenue projections and customer growth into clear project requirements, milestones and measurable outcomes
  • optimise project outputs to maximise revenue generation, customer experience, value for money and long‑term commercial performance
  • establish and maintain proactive, professional relationships with contractors, suppliers and delivery partners to realise London Cable Car business benefits
  • negotiate, procure and authorise project contracts and variations within agreed authority levels to support value for money and commercial viability
  • agree major project requirements with Project Sponsors and Contract Managers to ensure alignment with business objectives
  • identify and manage interfaces and dependencies between assigned projects and wider network activities
  • prepare and manage detailed implementation plans including programmes, cost plans, resource requirements and responsibility matrices
  • champion best practice across internal teams and external consultants to strengthen delivery standards and protect organisational reputation
  • proactively identify, manage and mitigate delivery, commercial and reputational risks in line with governance arrangements
  • influence stakeholders, sponsors and contractors to secure alignment, support decision making and resolve issues collaboratively
  • manage day‑to‑day project governance, reporting and controls, escalating issues as appropriate
  • ensure compliance with health and safety legislation and actively contribute to a positive safety culture

Skills, knowledge and experience

Knowledge (essential)

  • good knowledge of project and programme management methodologies and their practical application
  • understanding of commercial drivers and customer behaviour in revenue‑generating or customer‑facing environments
  • good knowledge of project control tools, techniques and reporting practices
  • understanding of project budgeting, procurement processes and contract management
  • professional qualification in project management such as PRINCE2 or APMP
  • degree or equivalent qualification (desirable)

Skills (essential)

  • ability to develop and deliver robust plans to tight timescales in complex, multi‑stakeholder environments
  • confidence to challenge assumptions and ensure decisions support commercial and customer outcomes
  • strong problem‑solving capability with the ability to remain effective under pressure
  • ability to manage personal workload and adapt approach to meet changing priorities
  • proven ability to build effective working relationships with colleagues, contractors and senior stakeholders
  • strong influencing and negotiation skills to support joint decision‑making
  • excellent commercial awareness with the ability to manage cost, risk and value
  • clear, confident written and verbal communication skills
  • ability to assess project options using commercial, customer and performance data

Experience (essential)

  • experience delivering projects with measurable commercial outcomes such as revenue‑generating infrastructure, visitor attractions or customer‑facing services
  • experience working in complex, multi‑disciplinary, matrix‑managed environments
  • proven accountability for delivering high‑value projects to time, budget and quality
  • experience leading and managing small teams
  • experience managing performance through external contractors and suppliers
