About the Organisation
We are supporting a leading international Project Management Consultancy responsible for overseeing one of the region's most significant rail infrastructure programmes. The PMC works alongside global engineering partners and the national railway authority to supervise design, ensure technical compliance, and drive delivery across a complex, multi‑package rail system.
Role Overview
The Design Lead for Signalling & Telecoms will be responsible for all S&T design‑related activities within the programme. This includes reviewing contractor designs, ensuring compliance with technical and safety standards, and providing technical leadership across signalling, telecoms, and related rail systems.
You will oversee multidisciplinary design teams, manage design quality, support programme planning, and ensure alignment between design outputs, project requirements, and stakeholder expectations.
This is a senior, client‑facing position requiring strong experience in signalling design delivery on large, complex rail projects.
Key Responsibilities
- Lead all Signalling & Telecoms (S&T) design activities within the project.
- Review contractor design submissions and monitor quality, compliance, and progress.
- Oversee S&T design development to ensure alignment with safety, regulatory, and industry standards.
- Manage design teams and provide technical leadership across signalling disciplines.
- Participate in project programme development, resource planning, and skills‑matrix planning.
- Interpret client technical documentation and convert it into clear design scopes.
- Support tender submissions and attend pre‑project site visits.
- Assess design risks, programme impacts, and mitigation actions.
- Represent the S&T function in design review meetings and technical discussions.
- Provide regular performance and progress reporting to the wider project leadership.
- Lead start‑up briefings for project phases and ensure design requirements are clearly communicated.
- Approve design specifications, undertake design checks, and ensure signalling principles are correctly applied.
Required Qualifications
- Bachelor's degree in Engineering (Electrical, Electronic, Telecommunications, or similar).
- Master's degree advantageous but not essential.
Technical Expertise
- Strong technical foundations in Rail Systems Engineering.
- In‑depth knowledge of signalling standards, telecoms systems, and rail system interfaces.
- Experience overseeing design of S&T systems on large rail infrastructure projects.
- Competence in design review, verification, validation, and technical governance processes.
- Proficiency in MS Office; experience with SAP is preferred.
Experience Requirements
- Minimum 15 years' total professional experience.
- Minimum 10 years in the rail sector.
- Minimum 5 years in a senior S&T design leadership role.
- Proven background leading complex signalling/telecoms engineering projects.
- Experience working within large PMC, EPC or major consultancy environments.
Language Skills
- Fluent or native‑level English (written and spoken).
- Additional languages are a plus but not required.
