We value diversity, teamwork, and a customer-focused approach. We are currently seeking a Engineering and Maintenance Director to join our team and drive service excellence across our networks.

Overview of the Role:

Lead and direct the Engineering & Maintenance teams to achieve safe, affordable and sustainable, world-class operation of the Doha Metro and Lusail Tram.

As part of the RKH Senior Management Team, lead and support effective management and delivery of RKH’s contract and operations.

Develop and implement the strategic and management plans for the maintenance department, fostering a culture of excellence, partnership, and sustainability.

Responsible for:

• Deputy Engineering & Maintenance Director
• Engineering & Maintenance Team Organiser
• Head of Contract Delivery
• Head of IT & OT Cyber Security
• Head of Maintenance Delivery

Role Objective:
• Lead and direct the Engineering & Maintenance teams to achieve safe, affordable and sustainable, world-class operation of the Doha Metro and Lusail Tram.
• As part of the RKH Senior Management Team, lead and support effective management and delivery of RKH’s contract and operations.
• Develop and implement the strategic and management plans for the maintenance department, fostering a culture of excellence, partnership, and sustainability.
• Ensure objectives and actions are aligned to RKH business needs, e.g. Key Performance Requirements (KPRs), Shareholder and Stakeholder requirements, good ethical practice.
• Ensure a collaborative approach in achieving business goals, working closely with operational colleagues and stakeholders.
• Manage relationships with subcontractors to deliver high-quality services within budget and timeline constraints.
• Optimise Engineering know how and the delivery of Maintenance activity, ensuring the financial sustainability of the system.

Key Responsibilities:
• Effective Asset Management of Doha Metro and Lusail Tram.
• Maintenance strategy, processes, plans and procedures in accordance with business needs/requirements and global best practice.
• Compliance with RKH’s Safety Certification (Safety Case)
• Asset performance and the impact on the delivery of operational targets.
• Railway performance, safety and asset lifecycle, are in accordance with the Asset Management Regime.
• Management of Engineering & Maintenance subcontractors and key delivery partners in accordance with good safety practice, RKH Asset Management Plan, and operational targets.
• Ensure effective contract management, performance monitoring, and compliance with contractual requirements.
• Develop and monitor the engineering and maintenance budget, ensuring cost-effective allocation of resources to maximise system reliability and

Managerial responsibilities:

• Provide clear leadership, vision and objectives, for the Engineering & Maintenance directorate, based on worldwide best practice.
• Manage all aspects of performance to achieve company targets and support a culture of continuous improvement in engineering and maintenance.
• Implement RKH’s commercial strategy, aligning engineering and maintenance activities with business objectives.
• Ensure timely development and production of all documentation, including department policies, plans, manuals and operational procedures, engaging technical expertise as required.
• Promote the company’s values, role modelling them within the business and with stakeholders at all levels.
• Ensure high standards of ethics and social responsibility.
• Effective financial management, achieving agreed budgets and savings, and developing efficiencies through innovation.
• Contribute to and support the RKH MD and Senior Leadership Team as required by business needs.
• Engage with external stakeholders, including government authorities and regulatory bodies, to address regulatory requirements and public concerns.
• Carry out any other mission or work assigned by the Managing Director.
RQHSE Responsibilities:
• Ensure compliance with safety regulations, industry standards, and contractual requirements. Implement policies and procedures to maintain high safety standards and regulatory compliance across all engineering and maintenance activities.
• Responsible for achieving a positive Health & Safety culture within the Engineering and Maintenance directorate.
• Comply with the Company Quality, Health and Safety, Environmental Policies and Management System Requirements.
• Ensure incidents (including ‘near misses’) are reported and recorded to enable root causes analysis and lessons to be actioned.
• Submission of hazard observations in accordance with reporting guidelines.
• Effective risk identification and mitigation planning.


Financial Responsibilities
• Budget holder for the Engineering & Maintenance directorate.


Required core skills and experience:
• Minimum of 15 years’ experience with relevant ‘Senior Leader’ experience in managing, Engineering, Asset Management and Maintenance activities.
• Operating at ‘Company Board’ level.
• Proven experience of leading and managing delivery teams.
• Ability to manage technical topics.
• Ability to think strategically, motivate and lead teams.
• Demonstrative ability to set standards and drive initiatives to meet the customers' expectations.
• Strong commercial acumen with a track record of optimising engineering and maintenance activities to achieve cost efficiencies and revenue generation.
• Excellent project and contract management skills, with the ability to oversee complex engineering projects and subcontractor relationships.
• Problem-solving skills and a proactive approach to identifying and resolving issues related to system engineering and maintenance.
• Ability to work in a fast-paced environment, manage competing priorities, and adapt to changing business needs and market conditions.
• Highly motivated team player, focused on safety and results.
• Structured mind-set and action-oriented person.
• Fluent in English with excellent written and verbal communication skills


Educational and Professional Qualifications
• Degree in an Engineering related discipline.
• Chartered Engineer (preferable).
