General Planning, Progress & Risk Manager - Latvia, Lithuania & Estonia (Rail Baltica)

The Role

We are seeking an experienced General Planning, Progress & Risk Manager to support the delivery of a major international High Speed Passenger & Freight line. The role will play a key part in ensuring robust project planning, effective progress monitoring, and proactive risk management across complex, multi‑stakeholder works.

You will work closely with project managers, technical teams, contractors, designers, and client representatives to ensure schedules are realistic, performance is tracked accurately, and risks are identified and mitigated early.

Key Responsibilities

  • Lead overall project planning activities across the programme
  • Develop, maintain, and update detailed project schedules
  • Monitor progress against baseline programmes and report variances
  • Identify, analyse, and manage project risks and opportunities
  • Support project managers with forecasting, scenario analysis, and recovery planning
  • Interface with internal teams, external consultants, contractors, and the client
  • Contribute to reporting for senior management and stakeholders
  • Support coordination between site‑based teams and back‑office planning functions

Project Context

  • Large‑scale transport infrastructure works
  • International environment with multidisciplinary teams
  • Significant project budget and multiple contract interfaces
  • Combination of design review and construction supervision activities

Required Experience & Qualifications

  • Degree in Engineering (or equivalent technical discipline)
  • Minimum 10 years' experience as a planning engineer in transport infrastructure projects
  • At least 5 years' hands‑on experience with Primavera P6
  • Proven experience in schedule management, progress control, and risk management
  • Strong understanding of major infrastructure delivery environments
  • Experience working with multiple stakeholders and complex contractual structures

Software & Technical Skills

  • Primavera P6 (mandatory)
  • Microsoft Office suite (mandatory)
  • Strong reporting and analytical capabilities

Salary Package:

The salary package is likely to be €7,000 to €9,000 per month plus expatriate package
