A well-established principal contractor that operates the rail and infrastructure sector that is seeking to expand its team. With a strong reputation for delivering high-quality, safety-led services, the organisation partners with major clients (Network Rail, Operators and Tier One's) across the UK to support the successful delivery of critical rail projects.

Built on a foundation of safety, compliance, and operational excellence, the business ensures all projects are delivered to the highest industry standards. Due to continued growth, they are now looking to appoint an experienced rail infrastructure HSQE & Compliance Manager to play a key role in maintaining and enhancing their management systems and safety culture.

Role & Responsibilities

As the HSQE & Compliance Manager, you will take ownership of the organisation’s quality, compliance, and health & safety frameworks, ensuring alignment with industry regulations and best practices

Key responsibilities include:

  • Leading and maintaining the company’s Quality Management System (QMS),and compliance processes
  • Ensuring adherence to relevant rail industry standards, legislation, and safety requirements
  • Managing internal and external audits, including ISO, PCL,RISQS and client audits
  • Driving continuous improvement initiatives across quality, compliance, and safety performance
  • Acting as the subject matter expert for health & safety within a rail infrastructure context
  • Developing, reviewing, and implementing policies, procedures, and risk assessments
  • Supporting operational teams with compliance guidance and best practice
  • Investigating incidents, identifying root causes, and implementing corrective actions
  • Liaising with clients, stakeholders, and regulatory bodies where required
  • Producing reports and metrics to track compliance and performance

This is heavily compliance focused role but there will be times where you will need to support the wider Health and Safety Team and deputise when the Head of HSQE is unavailable

Essential Skills

  • Proven experience in a Quality & Compliance Manager (or similar) role
  • Strong background in rail infrastructure health & safety
  • In-depth knowledge of ISO standards (e.g. ISO 9001, ISO 45001, ISO 14001)
  • Experience managing audits (PCL,RISQS ...) and compliance frameworks
  • Strong understanding of UK health & safety legislation
  • Excellent attention to detail and organisational skills
  • Ability to influence and engage stakeholders at all levels
  • Strong analytical and problem-solving abilities
  • Effective communication skills, both written and verbal

Desired Skills

  • NEBOSH or equivalent Health & Safety qualification
  • Lead Auditor certification (ISO standards)
  • Experience working within labour supply or contractor environment in rail infrastructure
  • Knowledge of RISQS and other rail-specific compliance frameworks
  • Experience implementing or improving integrated management systems
  • A proactive and continuous improvement mindset
