Salary: Up to 75,000 AED a month for 12/24 month - paying for a flights and Visa

Summary

An independent expert in assurance and risk management is seeking to appoint an independent safety expert to support the Oversight Committee in strengthening their operational safety, governance, and performance across projects in Abu Dhabi

This is executive level opportunity and will be heavily involved in a major heavy railway infrastructure maintenance project so the successful candidate will need to have;

- 20 - 25 years of direct railway industry experience.
- A strong background in operational safety and governance
- Heavy Infrastructure Maintenance experience & knowledge of Freight / Highspeed tracks
- Ideally be a Chartered Safety Professional
- Hold relevant qualification.

The objective of the role is to provide structured, risk-based, and independent oversight to ensure:

- Safe and compliant day-to-day operations
- Effective implementation of the Safety Management System (SMS)
- That the maintenance and asset performance tasks are performed safely;
- Strong safety culture and workforce competence
- Data-driven decision-making through KPI monitoring
- The engagement will enhance transparency, improve risk visibility, and support informed decision-making at the management

Key Responsibilities

Operational Safety Oversight:

- Monitor the safety performance, evaluate safety risks, review incident/accident reports, and provide independent advice to management Safety Management System (SMS) Assessment:
- Review SMS effectiveness, identify gaps, and recommend improvements aligned with best practices

Maintenance and Operations Review:

- Assess the HSE practices within operational and maintenance activities and advise on improvements considering an optimum cost benefit analysis. Human Factors and Competence:
- Review HSE training programs, and safety culture and recommend targeted improvements

KPI Monitoring and Reporting:

- Define and monitor operational safety KPIs, report findings and advise on safety strategic improvements

Committee Participation:

- Attend Oversight Committee meetings and provide independent technical opinions on safety issues
- Deliverables
- Monthly/Quarterly oversight reports
- Executive summaries for senior management
- Actionable and prioritized recommendations
- Final engagement report summarizing findings and strategic improvements
- Engagement Duration
- 12 months on Site in Abu Dhabi
- Active participation in Oversight Committee meetings
- Site visits and safety review sessions as required
