Overview of project/role
The job will have responsibility and accountability for leading and providing end to end safety of the line for the delivery and execution of Infrastructure Maintenance and Contracted Services for Rail for London to standards and budget. Reporting to the Infrastructure Manager you will be responsible for application of Standards / Rules and Procedural / Process leadership to ensure the safe and effective execution and delivery of the works by the Infrastructure Maintenance Contractor. You will establish the agreed programme and delivery plan for the implementation of Maintenance delivery with a continuous drive for improvement in safety, business performance and efficiency.
Key Accountabilities
- Lead and direct the Infrastructure Maintenance delivery to achieve business and functional objectives and meet key performance measures.
- Manage development of individuals and the engagement of the team.
- Manage the arrangements for staff safety and competence.
- Identify and implement safety, asset performance, reliability, productivity and efficiency improvement initiatives.
- Check that work is correctly prioritised and delivered to plan - define the renewals required by condition and risk; report on the volume of renewals complete against the plan, report on close out of faults for the respective disciplines.
- Check that inspection and maintenance of assets is completed to standards - report on the percentage of planned preventative maintenance complete and audit to maintenance to confirm compliance with standards.
- Check that safety, compliance, performance and business processes are followed.
- Monitor delivery, productivity and efficiency of maintenance and project work plans. Report periodically on completion and assess the benefit of efficiencies derived by the Contractor.
- Manage the process to maintain data quality of business systems. Review the asset data and condition data in the Asset Management System and ensure accuracy tby audit and implement a programme of work to enhance.
- Undertake appropriate safety tours, staff surveillance, work quality and asset condition checks.
- Discharge the relevant duties assigned to the CDM Client (Rail for London) in accordance with the Construction, Design and Management (CDM) Regulations.
- Discharge environmental management responsibilities.
- Work closely with Commercial and Finance to ensure project finances are tracked properly across the programme, and reports produced periodically for senior management review of progress.

Knowledge
- CEng or equivalent qualification appropriate to the designated asset classes.
- Corporate Membership of relevant professional body or bodies.
- Knowledge of health and safety management and compliance management processes
- Good understanding of Railway Engineering Safety Management, safety-related standards regime and processes and application of the CDM Regulations in a railway context
- Knowledge of relevant standards and procedures
- Knowledge of other functional disciplines
- Knowledge of TfL corporate business strategy, goals and processes
- Knowledge of investigation processes and techniques
- Extensive knowledge of and experience in the management of rail maintenance contracts including the approvals and verification processes
- Good general understanding of the business structure of the Rail Industry
Experience
- Experience in maintenance management
- Experience of customer / operational focused
- Experience of managing teams of professional staff.
- Experience of managing distributed safety-critical physical assets in a railway environment
- Experience in supporting investigations into railway technical and safety incidents.
- Experience of audit and assurance process.
