An exciting opportunity has arisen for an experienced PMO Lead / Programme Controls Leader to join an owner's programme assurance team on one of the world's largest and most complex urban transit developments.

This is a senior leadership position overseeing programme controls across a multi-line underground metro programme, providing an independent view of cost, schedule, design progress, risk, change, interfaces and programme readiness. The role will play a key part in supporting executive decision-making and ensuring successful delivery across multiple contracts and stakeholders.

Responsibilities

  • Lead and develop the programme controls function across a major metro programme.
  • Establish governance frameworks, reporting structures, escalation routes and programme control processes.
  • Consolidate and assess programme schedules, budgets, forecasts, risks, changes, claims and interface activities across multiple workstreams.
  • Identify critical dependencies, delivery threats and cross-programme risks, developing mitigation and recovery strategies.
  • Implement executive dashboards, KPIs and management reporting to support informed decision-making.
  • Coordinate multidisciplinary specialists across planning, cost, risk, change management, interfaces and design control.
  • Lead programme reviews, interface workshops, risk forums and senior stakeholder meetings.
  • Drive continuous improvement of PMO processes, controls, data quality and reporting standards.
  • Support the integration of digital tools, analytics, BIM, GIS and future Digital Twin capabilities within the programme controls environment.
  • Mentor and manage a high-performing programme controls team.

Requirements

  • Degree qualified in Engineering, Construction Management, Project Management or similar.
  • 10+ years of experience on major metro, rail or complex infrastructure programmes.
  • Demonstrated experience leading PMO, programme controls or project controls teams within multi-contract environments.
  • Strong background in integrated planning, programme controls, cost management, risk management and executive reporting.
  • Experience establishing governance frameworks, KPI reporting and programme control processes.
  • Excellent stakeholder management skills with the ability to engage effectively with clients, consultants, contractors and executive leadership teams.
  • Strong understanding of programme scheduling, critical path analysis, interfaces, change management and claims.
  • Familiarity with Common Data Environments, digital reporting tools and modern programme delivery systems.
  • Experience within major metro or urban rail programmes is highly desirable.

Preferred Experience

  • Automated metro or driverless metro projects.
  • Multi-package rail programmes involving numerous stakeholders and delivery entities.
  • BIM, GIS, Digital Twin or digital programme integration initiatives.
  • International programme delivery experience within large, multicultural project environments.
