Job Purpose:
Transport for London’s Road User Charging (RUC) team sits at the centre of how the capital manages congestion, improves air quality, and keeps the city moving. Overseeing major schemes such as the Congestion Charge, ULEZ and TUC, the business area delivers and evolves the systems, policies and digital services that support cleaner travel and reduce traffic across London. With ongoing updates to charging policy, RUC is a fast-paced environment shaping the future of sustainable transport.
Within RUC, the new RUC Relet Team are accountable for the successful delivery of the business-critical RUC Relet programme and other significant change activities. Providing strategic leadership across a complex matrix of disciplines, managing risks, interdependencies, and the rationalisation of multiple complex systems (including technical design and procurement) across the RUC portfolio. The team will work in partnership with senior leadership across TfL and with external stakeholders to ensure objectives are achieved and benefits realised. The team are accountable for setting the vision, strategy, and governance framework that underpins the collection of revenue for TfL, while delivering significant cost efficiencies for the organisation.
We’re looking for a Programme Manager who is dynamic, resourceful and fully engaged in tackling new challenges and an evolving portfolio of change. You will manage pan-TfL matrix teams at the intersection of technology, procurement and operations in a range of projects that deliver new contracts for our RUC services, and implement changes to our schemes.
As a senior member of this new team, this is an exciting opportunity to play a key leading role in establishing and recruiting the team, and embedding the culture and ways of working that will ensure we deliver for London.
Key Accountabilities
- Leading a professional programme and project management team to deliver multiple projects or single programmes as assigned by the Head of RUC Relet, that implement technology changes, business efficiency improvements and procurement obligations to achieve TfL’s business objectives.
- Shaping and gaining authority for programmes assigned by the Head of RUC Relet, working with Heads of functions and portfolio leads to develop the programme approach and execution plan to meet the required quality, delivery timescales and cost.
- Working collaboratively with directors, senior teams and subject matter experts on design, delivery and implementation to achieve business benefits and outcomes.
- Delivering reprocured complex internally and external services and systems at reduced cost that meet the needs of the business.
- Accountable for delivering to time, quality and price. Developing and owning the plan for delivery, leading on the end-to-end delivery of the procurement / extensions, including planning, shaping, resourcing, benefits realisation, securing funding, implementation, programme monitoring and operational readiness. Ensuring the programme risks and mitigation plans are well defined.
- Continuous improvement and delivery of the programmes and projects to the quality, time and budget tolerances agreed with the Head of RUC Relet through regular reviews with team members, and review and approval of formal project documentation, and ensuring that programme risks and dependencies are correctly captured and mitigated.
- Accountable for holding internal and external suppliers to account for meeting or exceeding delivery requirements.
- Influencing, shaping and signing off supplier contracts and building relationships to support the delivery of projects and programmes, to ensure TfL leverages the best value and return when delivering with external partners; authorising project and programme deliverables and contract payments to agreed values.
- Setting high standards of programme and project management practice and coaching individuals within their team to meet or exceed those levels of performance.
- Developing effective mutual 'win-win' relationships with senior colleagues, stakeholders and suppliers at a day-to-day level and create ways in which relationships can be developed and improved.
Skills:
- Proven influencing skills at a senior level within a similar environment for allocated programmes and contracts.
- Proficient in delivering risk management methods and techniques for the assessment and management of technology and business risk, within programmes, and across projects.
- Proven ability to lead and inspire a highly skilled team of project and programme professionals and manage multi-disciplinary teams to deliver effective end to end performance.
- A positive, can-do attitude and proven ability to deliver cost effective solutions when met with difficult and challenging project and programme impacting risks and issues.
- Ability to think strategically, looking horizontally at other interdependencies and interfaces as well as vertically on a single project / issue.
- Proven negotiation and problem-solving skills including resolving complex issues which have a high impact on customers
Knowledge:
- Recognised project and programme methodologies (such as PRINCE or PMM), and general ITIL service management principles and their contractual and practical application within a complex safety-critical, multiple-site operational business.
- Good understanding of commercial and contract issues to ensure effective, fit for purpose, supply chain arrangements, to deliver value, quality and reliability for the programme and projects.
- Good understanding of financial control, procurement processes and techniques.
- TfL’s policies, management structure and business objectives (or commensurate experience of a similarly complex operational business) and how these drive the management of IT operations.
- Good understanding of TfL’s project management processes and procedures.
- Good knowledge of relevant national and international legislation relating to Government/Public Sector IT – e.g. Data Protection Act, EU Procurement Directives, IT security mandates and Freedom of Information Act.
Experience:
- Extensive experience of being accountable and personally making a difference for the successful delivery of multiple and varied change projects and programmes in a large and complex organisation, preferably within a technology and procurement environment, and achieving agreed benefits.
- Proven experience of setting quality standards, constructing, integrating and managing complex technology projects and programmes through their lifecycle, ensuring that requirements capture, governance, controls, roles and responsibilities and interfaces, are correctly and properly established and managed to ensure effective and timely delivery.
- Proven experience of managing, shaping and agreeing complex contract variation structures, content, interfaces and requirements to successfully deliver programme and projects.
