Rail Chief Contract & Finance Manager – Philippines

EWI Recruitment is supporting a leading international engineering consultancy in the search for an experienced Chief Contract & Finance Manager to join a high-profile, donor-funded railway infrastructure project in the Philippines.

This is a senior leadership position responsible for overseeing contract administration, claims management, commercial control, and project cost monitoring across a portfolio of major construction contracts.

Contrary to the title, this role is focused primarily on contract and commercial management rather than corporate finance, budgeting, or procurement activities. Procurement has already been completed, and the successful candidate will concentrate on the administration and management of live construction contracts.

Key Responsibilities

  • Issue Interim Payment Certificates (IPCs) across nine contract packages.
  • Prepare Engineer's Instructions (EIs), Variation Orders (VOs), and cost evaluations for Employer approval.
  • Evaluate contractor claims and support approval processes with the Client.
  • Assess Extension of Time (EOT) applications and prolongation claims.
  • Prepare quarterly cost reports and final cost forecasts for each contract package.
  • Develop payment disbursement plans and associated reporting.
  • Monitor contractor programmes and implement contractual measures to support delay recovery.
  • Maintain oversight of contractual performance, cost, time, and commercial risk management.

Leadership Responsibilities

The successful candidate will lead and coordinate a well-established commercial and contract management team, including:

  • Contract Managers
  • Claims Experts
  • Cost Control & Estimation Experts
  • Professional and administrative support staff

This role requires strong leadership capabilities and the ability to manage a multidisciplinary commercial team within a complex infrastructure programme.

Candidate Requirements

  • Degree-qualified in Quantity Surveying, Engineering, Construction Management, Law, Commercial Management, or a related discipline.
  • Extensive experience administering major infrastructure or transportation contracts.
  • Strong expertise in:
    • FIDIC contract administration
    • Claims and dispute management
    • Variations and change management
    • Commercial risk management
    • Cost control and project forecasting
  • Experience leading teams of contract managers, claims specialists, and commercial professionals.
  • Previous experience on railway, metro, transportation, civil infrastructure, or large-scale public works projects.
  • Experience on JICA, World Bank, ADB, EBRD, or other internationally funded projects is highly desirable.
  • Excellent stakeholder management skills with experience working alongside Employers, Contractors, Engineers, and Government Authorities.

Salary

The package is expected to be circa $10-13,000 per month with allowances for accommodation etc. The package would be Tax Free.
