Rail Chief Contract & Financial Manager - Philippines

EWI Recruitment is supporting a leading international engineering consultancy in identifying a Chief Contract & Financial Manager for a major commuter rail project in Manila, Philippines.

The successful candidate will play a key leadership role within the project delivery team, overseeing contract administration, claims management, commercial matters, and contractual compliance across multiple construction packages on a large-scale, externally funded railway programme.

The Opportunity

Whilst the position title includes "Financial Manager", the role is primarily focused on contract management and administration rather than corporate finance, accounting, budgeting, or financial forecasting activities.

The project is well advanced, meaning procurement and tendering activities have already been completed. As such, the successful candidate will focus on administering existing contracts and supporting the Employer throughout the construction and delivery phases.

Key Responsibilities

  • Lead all contract administration activities across the project.
  • Review and certify advance payments, interim payment certificates, and final payment certificates.
  • Monitor contractual compliance, variations, claims, extensions of time, amendments, and change management processes.
  • Support the Employer with preparation of loan withdrawal applications and related documentation for funding agency submissions.
  • Maintain accurate contract records relating to cost, programme, and contract performance.
  • Monitor project progress from a contractual and commercial perspective.
  • Provide strategic advice to the Employer on contractual matters and risk mitigation.
  • Coordinate with project stakeholders, contractors, consultants, and funding institutions as required.
  • Ensure contractual processes and documentation are managed in accordance with project requirements and international best practice.

Leadership Responsibilities

The Chief Contract & Financial Manager will lead an established commercial and contract management team comprising:

  • Contract Managers responsible for individual contract packages.
  • Senior Claims Specialist and Claims Experts.
  • Cost Control and Estimation Specialists.
  • Document Control personnel.
  • Legal Counsel (part-time advisory support).
  • Planning and scheduling support staff.
  • Additional commercial and technical support professionals.

Requirements

Applicants should possess:

  • Degree qualification in Engineering, Quantity Surveying, Construction Management, Law, Commercial Management, or a related discipline.
  • Extensive experience in contract administration on major infrastructure projects.
  • Strong understanding of FIDIC and internationally funded projects.
  • Proven experience managing claims, variations, payment certification, and contractual correspondence.
  • Experience working as Engineer, Employer's Representative, PMC, Supervision Consultant, or similar.
  • Previous involvement in railway, metro, commuter rail, high-speed rail, or major transportation projects is highly desirable.
  • Experience working with international funding agencies such as JICA, ADB, World Bank, or similar would be advantageous.
  • Demonstrated leadership experience managing multidisciplinary commercial and contract teams.

Salary/ Package

The salary would be vin the region of $12-15,000 per month Tax free with additional allowance totalling a further $3,000 per month.
