Rail Systems Lead - Philippines
The market leading infrastructure recruitment specialists is seeking a highly experienced Rail Systems Lead to support the end client on a flagship urban metro programme in Southeast Asia. This role provides senior‑level technical leadership across rail systems installation, testing & commissioning, systems integration, and operational readiness for a multi‑package underground transit project.
Opportunity & Responsibilities:
The Successful Expert shall be working as part of an international team He/ She shall be responsible for working across a range of Rail Systems components, on a significant package which includes Signalling, power supply, OCS, rolling stock, depot equipment, etc. Working on behalf of the end client as a member of an International team consisting of discipline experts and supporting the Project Director throughout the delivery of the project.
You will act as the client's trusted advisor, ensuring high‑quality delivery, safe operations, and full systems integration across all railway disciplines.
Key Responsibilities
Installation & Construction Oversight
- Oversee construction and installation of all rail systems and rolling stock, ensuring alignment with design, quality standards, and project milestones.
- Coordinate with Civil, MEP, Track, Signalling, Telecoms, and Power teams to resolve interface and site issues.
- Conduct domestic and international inspections to confirm system readiness and installation quality.
Testing & Commissioning (T\&C) Leadership
- Support the T\&C Manager in planning, managing, and supervising static and dynamic testing activities.
- Witness contractor‑led FAT, SAT, and on‑site commissioning to ensure compliance with technical and safety requirements.
- Assist in developing test plans, acceptance criteria, and supporting documentation.
Systems Integration & Assurance
- Collaborate with the Systems Integration team to validate interfaces across Rolling Stock, Power, Signalling, Telecoms, Depot and Control systems.
- Work with Systems Assurance to ensure compliance with RAMS, safety standards, and international certification frameworks (e.g., EN50126/28/29, NFPA 130).
- Ensure T\&C evidence is fully traceable to operational and design requirements.
Operational Readiness & Handover
- Support trial running, shadow operations, and handover preparations for operational acceptance.
- Validate systems and subsystems for safe, reliable, and maintainable operation.
- Contribute to training, capability building, and production of O\&M documentation, as‑built records, and assurance evidence.
Leadership & Coordination
- Serve as the focal point for all systems‑related activities across the client, contractor, and consultancy teams.
- Produce technical reports, status updates, and recommendations for senior stakeholders.
- Mentor junior engineers to strengthen long‑term capability within the project.
Requirements for the role:
- Bachelor's degree in Mechanical or Electrical Engineering or higher
- At least 10 years as expert in Electrical/Mechanical rail systems (Signalling, power supply, OCS, rolling stock, depot equipment, etc.)
- At least 10 years as Electrical/Mechanical rail systems manager/director responsible for integration of electrical/mechanical rail systems
- Experience in FIDIC contracts, project size larger than 500 million USD
- Regional experience would be beneficial

Salary Package:
The salary on offer for this position is expected to be between $10,000 - $13,000 'Tax free' per month with a full package including Flights, Accommodation, transport, insurance, per diem.
