Overview of project/role
We have exciting opportunities to join our team on a Permanent basis as Resource & Deployment Officer.
You’ll take the lead in coordinating Security Policing & Enforcement’s (SPE’s) response to incidents across the Surface Transport network, working hand in hand with the Surface Control Centre to make sure operational teams are deployed safely, effectively and exactly where they’re needed. You’ll keep planned deployments running smoothly while staying alert to real time issues that could affect service delivery, stepping in quickly to reduce disruption.
In this role, you’ll help SPE deliver on its commitment to safe, secure and reliable journeys - supporting incident management, maintaining high operational standards and contributing to a positive experience for everyone using London’s transport network.
As part of a 24/7/365 operation, you’ll work on a rotational basis to help ensure continuous coverage and support for the network around the clock.
You will work closely with a wide range of internal and external stakeholders, including operational teams, senior managers, and specialist functions within SPE and TfL. This will also include liaison with external partners such as police services, local authorities, utility companies, service providers, and customers. Engagement will primarily involve day‑to‑day communication, coordination, and low‑level influencing to ensure effective information sharing and operational delivery.
Key Accountabilities
- Operational Oversight Provide indirect oversight of approximately 400 operational staff, ensuring awareness of incidents impacting staff safety and TfL services.
- Resource Deployment & Incident Response Oversee the deployment of operational resources for unplanned incidents, supporting network‑wide priorities to improve road safety, reliability, and bus journey times.
- Stakeholder & Incident Coordination Work in partnership with internal and external stakeholders to manage incidents, sharing intelligence with the Surface Control Centre (SCC) and ensuring real‑time issues are addressed promptly.
- Incident Management: Act as SPE lead for incidents in conjunction with TfL control centres, including attending tactical meetings and debriefs as required.
- Frontline Staff Support Provide operational support to staff to resolve issues impacting effectiveness, such as device replacements and TPH licence checks.
- Events & Operational Management Assist with the successful management of events and incidents through collaboration with the SCC and frontline teams.
- Enforcement & Evidence Support Support enforcement activity across the transport network through effective use of CCTV and evidence gathering.
- Stakeholder Engagement & Representation Engage with internal and external stakeholders, promoting the work of SPE and building strong working relationships to improve service delivery and manage expectations.
- Systems & Information Management Accurately update and maintain systems, ensuring all operational information is recorded appropriately.
- Operational Communications Ensure on‑street management teams are informed of all incidents and unplanned deployments in a timely manner.
- Resource Planning & Scheduling Support planning activity, including drafting operational plans, updating duty frames, and managing deployments.
- Reporting & Management Information Work with peers to deliver and maintain local reporting and management information systems.
- Management Cover & Deputising Deputise for the Operations Resourcing & Deployment Manager as required.
- General Duties Undertake any other reasonable duties as directed by the management team.

- A good understanding of TfL's objectives and deliverables and the role SPE plays in this (Highly desirable)
- Knowledge of resourcing and deployment (Highly desirable)
- Sound understanding of the TfL transport network (Desirable)
- Good knowledge of compliance and enforcement activities within TfL (Desirable)
- Good understanding of resource management and the deployment of multi-functional and geographically dispersed teams (Desirable)
- Knowledge of JESIP principles (Desirable)
Experience
- Working in an operational environment, preferably in on-street enforcement and compliance roles or similar (Desirable)
- Knowledge of the relevant legislation (Taxi and Private Hire, Bus Revenue, CSAS, Parking Enforcement) (Desirable)
- Experience of working withing large geographically dispersed teams (Desirable)
