Hybrid working within this role enables a balance of 50 per cent of time split between the office/site and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.Attending tunnel maintenance closures at night is expected on occasion to perform the role effectively.
Overview of project/role
This is an amazing opportunity to be Transport for London’s (TfL’s) Road Tunnel Safety Officer (TSO) for one of the biggest suites of urban road tunnels in the world operated and maintained centrally by one authority. Each of the 13 road tunnels on the Transport for London Road Network (TLRN) are unique and keeping these safe and operable is both complex and essential.
As the TSO you will be a self-starter who identifies and acts in the best interest of tunnel user safety. You will be effective at engaging stakeholders at a relatively senior level both internal and external to TfL. You will, through reviewing and challenging concepts, ideas, regimes and practices, play an important role in assuring TfL’s treatment of tunnel user safety. You will have a powerful voice through formal presentation of your periodic tunnel safety opinion reports to senior management at director level, influencing continuous improvement, investment decisions, change assurance, and routine maintenance.
Key Accountabilities
To fulfil the duties of the Tunnel Safety Officer as described in the Road Tunnel Safety Regulations 2007, including:
- To establish, hold and periodically report to the Administrative Authority an opinion on the state of road tunnel safety on the TLRN, escalating matters of concern to tunnel safety.
- To review Incident Response Plans to ensure they are, in collaboration with the Emergency Planning Group, maintained and appropriately tested to a suitable standard.
- Assure staff are appropriately trained and regularly assessed to be competent to perform TfL tunnel safety operating duties in collaboration with Incident Responders.
- To review and audit as needed TfL’s maintenance arrangements to ensure TfL is effectively assessing and maintaining assets and systems to adequately ensure tunnel safety.
- To contribute to the development of asset renewals and maintenance interventions to ensure, through their lifecycle of change, tunnel user safety is holistically managed by change projects.
- Review and accept Tunnel Manager reports of incidents and near misses affecting tunnel safety and assure actions arising are completed.
- Contribute to how investment needs are captured, and constructively challenge investment decisions in the best interest of tunnel user safety.
- Without compromise to the role of the TSO, contribute to continuous improvement affecting tunnel safety.
Skills, Knowledge & Experience
- Knowledge and experience of how UK legislation applies to the duties and societal obligations of TfL on the operation and maintenance of road tunnels.
- Experience in engaging with stakeholders at a senior level both within your own employer’s organisation, and incident responders/emergency services
- Experience of undertaking reviews and audits of operations and maintenance management where applicable to road tunnel of similar premises user safety.
- People skills required to be effective in a role where constructive challenge and audits are needed to inform and shape continuous improvement in a multi-agency and corporate setting.
- Relevant experience in preparing reports and articulating constructive opinions on safety to persons of authority at a senior level within different corporate settings.
