Overview of the Role
Transport for London is recruiting a Senior Commercial Manager – P&C Technology to lead the delivery of high-value, complex technology procurements within the Procurement & Commercial (P&C) function.
This is a key role within a major programme of work, where you will take ownership of significant commercial workstreams across large-scale sourcing, contracting and supplier management activity. You will be accountable for driving commercial outcomes, managing risk, and ensuring strong value-for-money delivery across critical technology programmes.
Working alongside senior commercial leadership, you will operate with a high level of autonomy in delivery, influencing key stakeholders and supporting strategic decision-making across complex, high-risk environments.
In your initial deployment, you will play a central role in delivering a substantial workstream within a £1.2bn Networks & Telecommunications procurement, supporting infrastructure that underpins both corporate and operational services across TfL’s network, including:
- Data centre network services critical to all TfL operations
- Data network services supporting surface transport
- Radio and data network services essential to London Underground
At this level, you will lead delivery across complex transactions, manage senior stakeholder relationships and ensure commercial strategies are effectively implemented, with the scope to further develop into broader strategic leadership over time.
Key Accountabilities
- Lead delivery of complex, high-value technology procurements from sourcing through to contract award and ongoing commercial management
- Drive commercial activity including market engagement, tender evaluation and negotiation to achieve strong commercial outcomes
- Manage contracts to ensure performance, cost control and risk mitigation across the supplier lifecycle
- Build and manage relationships with stakeholders, including programme teams, Legal, Finance and suppliers
- Ensure governance, approvals and assurance processes are met in line with TfL policies and standards
- Identify, manage and mitigate commercial risks, issues and opportunities across major programmes
- Contribute to continuous improvement and best practice across the P&C function
Skills, Knowledge & Experience
Essential:
- Strong commercial experience delivering complex procurement or contract management activity within large-scale or high-value programmes
- Experience leading workstreams across the end-to-end commercial lifecycle (sourcing, evaluation, contract award and management)
- Experience managing or supporting high-value contracts within regulated or highly governed environments
- Experience working with complex technology or infrastructure contracts
- Strong stakeholder management skills, with the ability to influence across senior and cross-functional teams
- Strong commercial judgement, attention to detail and risk management capability
Desirable:
- Experience within public sector, transport, infrastructure or technology-led organisations
- Professional qualification (e.g. RICS) or working towards
