Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

As a Senior Engineer within the Multidisciplinary Civil Engineering team, you will provide Civil engineering input to support programmes of work in line with the Mayor’s Transport Strategy aiding your successful deployment to assignments which often include asset, project and management related engineering work. You will examine engineering problems and develop viable solutions to suit business objectives.

As a Senior Engineer you will be part of the team responsible for developing Civil engineering schemes to agreed time, quality and cost parameters, through partnership working with TfL directorates and relevant external stakeholders. As engineers can be deployed into roles with management and leadership responsibility it is important that candidates have leadership aptitude at a senior level.

This position requires you to be able to work in a matrix framework. You need to demonstrate and build on your credibility, competence and technical excellence in the development, approval and implementation of robust solutions through collaborative working, trust and proactive management of your customers’ expectations.

You will work closely with key stakeholders such as operators and other disciplines to coordinate and solve engineering problems to renew and enhance railway assets.

Initially you will be assigned to support London Overground, undertaking key Project Engineering and Engineering Assurance roles as defined under Network Rail standards across a range of civils and buildings schemes of varying complexity. This will include fulfilling responsibilities aligned to:

  • Project Engineer – Buildings & Civils
  • Designated Project Engineer (DPE) - on Civils bias works

Working within a TfL environment interfacing with Network Rail infrastructure and on infrastructure governed by NR standards under ROGs, you will ensure that engineering activities are delivered in compliance with:

  • NR/L2/RSE/02009 – Engineering Management for Projects
  • NR/L2/CIV/003 – Engineering Assurance of Building and Civil Engineering Works
  • NR/L2/CIV/1000 – Civil Engineering Infrastructure Engineering Management Competence alongside TfL governance requirements.

Initial assignment activities include:

  • Acting as Project Engineer (Buildings & Civils), leading and coordinating civils design and delivery
  • Undertaking Designated Project Engineer (DPE) duties, providing independent engineering assurance on civils infrastructure-based works
  • Ensuring compliance with TfL and Network Rail standards, specifications and governance and National Technical Specification Notices (NTSNs (Infrastructure))
  • Managing technical interfaces to deliver integrated, buildable solutions
  • Supporting the development of engineering requirements and options with stakeholders, helping to identify and shape proportionate, value-led solutions.
  • Supporting development of solutions across renewals, enhancements and asset works
  • Applying risk-based engineering judgement to ensure safe, constructible and operational outcomes
  • Supporting approvals including design reviews, concessions and technical submissions

Your key accountabilities will include:

  • Ensuring the safety, functionality or compliance of medium – high risk newly implemented or altered assets, engineering processes, procedures or systems
  • Leading the development and implementation of medium – high complexity engineering solutions within the Multidisciplinary Civils discipline or functional specialisms, through the provision of subject matter expertise or management of multi-disciplinary teams and the application of defined engineering standards and governance
  • Undertaking Project Engineer (Buildings & Civils) and/or Designated Project Engineer (DPE) responsibilities where required, in accordance with NR/L2/RSE/02009 – Engineering Management for Projects, ensuring appropriate engineering leadership and assurance across project lifecycles
  • Providing internal stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested and assured engineering solutions
  • Undertaking risk-based review, monitoring and surveillance of works as required, resolving and/or escalating risks and issues as appropriate
  • Representing TfL Engineering as a subject matter expert when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL
  • Maintaining working knowledge of applicable standards, design codes and legislation and acting as Delegated Standards Technical Authority (where assigned), including application of:
    • NR/L2/CIV/003 – Engineering Assurance of Building and Civil Engineering Works
    • NR/L2/CIV/1000 – Civil Engineering Infrastructure Engineering Management Competencetaking into account cost, risk and quality requirements as specified by the business
  • Evaluating, selecting and applying appropriate solutions to medium–high risk/value/complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs
  • Making authoritative technical recommendations for the Multidisciplinary Civils Discipline or functional specialism which have an impact on organisational performance in both the short and longer term
  • Leading a culture of continuous improvement through the identification of best practice, innovation, whole life cost optimisation and effective root cause analysis
  • Consideration of Sustainability and carbon usage as part of solution creation
  • Integration of several Civil Engineering functional specialisms

Role requirements:

You will be a Chartered Civil member of the ICE or other recognised institution or equivalent, utilising your understanding of the relevant legislation, standards, Company Standards and other National Technical Standards and guidance to develop solutions for a variety of Civil engineering asset issues and works.

You will have Knowledge, Skills and Experience at a very good level of:

  • Legislation, Technical standards and Industry best practice related to Civil Engineering
  • Health, Safety and Environmental considerations and legislation applicable to Civil Engineering (including CDM)
  • Significant experience in several lifecycle stages including design, construction, testing, commissioning, operation and disposal
  • Understanding of interfaces and integration between disciplines and the wider transport system
  • Understanding of Risk management and Value engineering
  • Deep understanding of delivering engineering within operational rail environments
  • Ability to lead design, construction, maintenance and assurance activities
  • Ability to maintain and undertake asset management of Civil Engineering assets
  • Broad experience of managing multi-disciplinary engineering teams or applying subject matter expertise to resolve complex technical challenges
  • Broad experience of applying professional engineering judgement to significant programmes, projects or operational activities
  • Broad experience of building relationships with and influencing stakeholders

In addition, you will demonstrate:

  • Experience undertaking Project Engineer (Buildings & Civils) responsibilities in a rail environment
  • Experience operating under NR/L2/RSE/02009 – Engineering Management for Projects, including formal role appointment and engineering assurance responsibilities
  • Understanding and/or experience of undertaking the Designated Project Engineer (DPE) role
  • Awareness or application of competence frameworks aligned to:
    • NR/L2/CIV/1000 – Civil Engineering Infrastructure Engineering Management Competence
    • NR/L2/CIV/003 – Engineering Assurance of Building and Civil Engineering Works

Additional desirable evidence:

  • Demonstrable evidence of formal appointment and competence to undertake roles in accordance with NR/L2/RSE/02009 – Engineering Management for Projects
  • Experience operating within a structured engineering assurance and competence regime aligned to Network Rail standards.
