Job Title: Senior Quantity Surveyor

Location: Birmingham with travel - hybrid, with 3 days a week to Birmingham with the project team. Would entail an occasional trip to London to another HS2 office.

Purpose of the Job
- Provide pre‑ and post‑contract commercial support for designated work packages, including subcontracting, materials, and direct labour.
- Ensure projects are delivered within cost and time constraints.
- Act as the primary interface for work package managers, stakeholders, and suppliers.
Principal Accountabilities
- Responsible for a variety of work packages, including Design, Installation, Test & Commission, Materials, Telecoms, Electrification, Power, Plant, Professional Services, Civil Engineering, and Permanent Way.
- Manage the subcontract process, including procurement.
- Manage change control procedures and registers, including finalising change control values.
- Manage risk procedures and registers, implementing mitigations where needed.
- Support negotiation and resolution of contractual disputes.
- Provide commercial and contractual support to Project Managers and Engineering.
- Manage work package costs: forecasting, budget control, and period‑end reporting.
- Actively manage and mitigate work package risks.
- Contribute to internal and external commercial reports.
- Ensure project compliance with business governance.
- Integrate with key stakeholders including finance, project management, engineering, subcontractors, suppliers, and the client.
- Maintain auditable records in line with contractual requirements.
- Manage all contractual correspondence and notifications.
- Support development, review, submission, and agreement of project tenders (target and fixed price).
Essential Competencies
- Minimum 2+ years’ experience as a Senior Quantity Surveyor in a contractor‑side project environment (ideally rail, engineering, defence, or construction).
- Degree qualified or equivalent; professional qualifications (RICS, IACCM, etc.) desirable or in progress.
- Strong contractor‑side project experience.
- Experience managing labour, materials, plant, and subcontract costs.
- Experienced in change/variation management from inception to agreement.
- Period‑end reporting, earned value, forecasting, and variance analysis.
- Experience managing a commercial team (AQS/QS), encouraging development and progression.
- Strong negotiation skills.
- Experience implementing commercial strategies.
- Able to work with limited supervision while managing expectations.
- Excellent written and verbal communication skills.
- Strong financial and commercial acumen.
- Able to work independently while maintaining deadlines.
- Strong contractual knowledge and experience.
- Confident working at all organisational levels internally and externally.
- Effective team player.
- Strong MS Word, Excel, Project, and Outlook skills.
