This role follows a hybrid working model, with 50% of time spent in the office and 50% working from home over a 4-week period.

Overview of the role:

TfL’s Strategy department shapes London’s future; providing strategic direction through the London Plan and the Mayor’s Transport Strategy to improve the city’s transport offer, enable its future growth and secure better health and environmental outcomes. We support our organisation by providing robust analysis, clear advice and innovative solutions over a wide range of projects.

Strategic Analysis is at the heart of TfL’s Strategy department, providing the analysis and evidence that underpins our policy and project development work in the capital.

Job Purpose:

A core part of the team’s work is the application, maintenance and development of TfL’s suite of strategic models

MoTiON, TfL's strategic demand forecasting model

AB-MoTiON, our industry-leading activity-based modelling framework

LonLUTI, TfL's integrated Land Use and Transport Interaction model

LoPopS, our state-of-the-art synthetic population generation tool.

Our models are used to assess the impact of population and employment growth, economic and behavioural change and transport schemes on multi-modal demand. They are used to identify problems that need to be addressed in pursuit of the Mayor’s Transport Strategy goals, and to test policy and transport infrastructure interventions to help TfL meet these goals.

To undertake analysis evaluating the effectiveness and impacts of multi-modal strategic transport interventions, land-use changes, and policies and strategies using a wide range of analytical & statistical methods, mathematical modelling and forecasting, scenario development, data science techniques, surveys, research and Geographic Information Systems.

To provide the Strategic Analysis Management Team and the Strategy Leadership Team with critical and definitive business information on current travel trends, progress towards the Mayor's Strategic goals, data to inform policy decisions, future travel demand forecasts and modelling which materially affect key business decisions on TfL's strategic direction and its multi-billion pound investment programme and the strategic business case for major investments.

Key Responsibilities:

  • Assist in delivering projects relating to TfL's strategic transport models (particularly MoTiON and AB-MoTiON) making connections between complex sets of data and models to drive our understanding of transport trends and influence future policies, programmes, scheme development and multi billion pound investment decisions.
  • Assist with the provision of the specification, design, delivery, interpretation and dissemination of complex mathematical models, statistical surveys of travel and transport in and around Greater London as well as the development and application of data management tools (including complex databases), quantitative statistical techniques, surveys and data to time and to budget using innovative techniques to meet emerging policy needs.
  • Provide relevant, timely, informed, innovative and high-quality business critical professional advice, data, modelling and analysis to influence strategy and investment decisions relating to the Mayor's Transport Strategy for Strategy's Leadership Team.
  • Work collaboratively in matrix teams and with both internal and external stakeholders to support project delivery and achieve business objectives.

Skills:

Essential

  • Strong analytical skills with expertise in R/Python, GIS, and other data analysis tools.
  • Strong ability to clearly explain transport analysis concepts and their application.
  • Strong ability to undertake basic transport modelling.
  • Strong ability to adapt data to account for the relationship between data and its intended application.
  • Possess excellent communication skills, with the capability to clearly communicate technical information in everyday language to a wide range of audiences.

Desirable:

  • Know and utilise the principal sources of transport statistics and data.
  • Collect, analyse, interpret and report transport survey data.
  • Explain advanced transport modelling concepts, processes and application for example, population synthesis, traditional demand modelling and activity-based modelling.
  • Specialist skills in transport modelling and forecasting, highway modelling or public transport modelling.

Knowledge:

Essential

  • A first degree (and preferably a second) in a relevant discipline or a proven equivalent level of experience.
  • A very good understanding of the data required to support models and analysis.
  • A good understanding of the factors that influence travel behaviour.
  • A basic understanding of current transport policies and issues within London.

Desirable:

  • A basic understanding of traffic and transport survey techniques
  • A basic understanding of travel behaviour research methods and techniques including knowledge of statistical methods and relevant software
  • A basic understanding of project management and procurement processes
  • A basic understanding of the workings of large organisations and the public policy making process.
  • A basic understanding of best practice approaches to transport strategy development

Experience:

Essential

  • Demonstrated experience of working on analytical or modelling studies to inform policy, strategy and scheme development.
  • Demonstrated experience of creating high quality outputs. Experience of disseminating research, modelling or analysis through clear and compelling reports, data visualisation, presentations and verbal communication.

Desirable

  • Some experience of the public policy process
  • Experience of undertaking work programmes to required standards, budgets and timescales.
  • Some experience of dealing with and briefing senior managers
  • Experience of working with third party consultants or on consultancy side working with clients (beneficial)

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4 week period. Hybrid working arrangements can evolve subject to business requirements.
