Overview of project/role

The purpose of this role is to support the delivery of the Competence Assurance and Track Maintenance Safety Critical Licensing schemes through advice, service and support. The ideal candidate will act as a Subject Matter Expert on behalf of the Track Competence Assurance Manager to ensure compliance with LUL Standards and Legislation

As a Track Competence Assessor you will prepare and deliver track skills & safety training plans, undertake assessments and mentor staff to enable successful completion of a range of Safety Critical Licensed activities. You will maintain Asset Management systems to support assurance and planning of assessments and training.

You will be required to review and update existing assessments and training documents on an ongoing basis to meet latest legislation, standards and procedures

Regular night working is required to assess and mentor staff and engage with the Frontline Line Track teams.

Key Accountabilities

  • Ensure that the work you undertake maintains safety of the line by ensuring that all line staff hold and maintain the required Track Maintenance Safety Critical Licenses to perform their Safety Critical duties.
  • Liaising with the Track Managers on all matters relating to staff competence within the lines, completing a gap analysis and developing an annual training / assessment strategy that is efficient and cost effective.
  • Analysis of the lines safety & skills refresher training requirements on an annual basis, developing and implementing robust annual training plans to ensure that all staffs certification and licensing are maintained.
  • Responsible for the completion of a wide range of Track Maintenance & Protection Safety Critical License assessments in order to deem staff competent to carry out Safety Critical Activities on the line.
  • Monitoring the performance of all line based assessors for compliance to quality standards by means of quality audits & observations. Develop and implement improvement plans where non-compliance to quality standards are identified.
  • Ensuring that staff are fully briefed on changes to LUL Standards, Concessions & Work instructions and understand the impact of changes on working practices in both track inspections and maintenance.
  • Reviewing & Developing track skills training / assessment material as subject matter experts and influencing how training / assessments are both delivered based on resource availability, consistency, best practice and cost.
  • Ensuring that the Asset & People Management systems are accurate through timely up-dating of staffs competence records and liaising with Asset Management systems administrators to implement changes or improvements to systems once identified.
  • Liaise with external training providers to procure cost effective out-sourced skills training and monitoring the quality of training delivered through trainer observations and reporting findings.

Skills, Knowledge & Experience

Skills

Essential

  • Ability to influence managers at all levels of the business
  • Industry approved qualification in assessing observational competence in the workplace.
  • Holds Safety Critical Licenses for T001(Inspected Asset), PWT-EH/TH
  • Holds manual driving licence.

Desirable

  • Hold or working towards gaining an Assessing Competence in the Work Environment (D32, A1)
  • Working towards NVQ Level 3 in Direct Training & Support
  • Understanding of asset management & HR systems (Maximo, Ellipse & SAP)
  • T002 (Repaired Assets)
  • Holds valid certification in both PM4 Junction Work Inspection & PM3 Track Quality Inspections.

Knowledge

  • Detailed understanding of railway engineering standards & concessions
  • Detailed knowledge of track inspections, maintenance and renewals gained through working in the track environment
  • Thorough knowledge of National Occupational Standards for Rail Engineering Qualifications
  • Understanding and knowledge of Maximo 7.5 & Ellipse Asset Management Systems
  • Able to hold and retain the relevant certification & Safety Critical Licenses i.e. PWT-EH, T001, T002, PM3 & PM4
  • Working knowledge of LUL's SAP Training & Safety Critical Licenses processes, procedures and systems
  • Detailed knowledge of LUL's competence assurance process for staff working on the track in both traffic & engineering hours

Experience

  • Proven track record of assessing staff competence in the workplace.
  • Ability to communicate at all levels of the business
  • Proven experience of working in the track environment either in Inspections, maintenance or renewals
  • Ability to produce quality staff briefing and training documents
  • Working knowledge of LUL's Track Engineering Standards and Concessions
  • Working with LUL I.T systems (Word, Excel, Outlook, Maximo & SAP)
