A leading Train Operator is looking for a Contracts Analyst to be based in central London on a contract basis.
As Contracts Analyst you will be responsible for managing a wide range of regulatory interfaces, delivering compliance and maximum value from a portfolio of contracts held by the company in relation to station and depot access and leasing arrangements.
The position of Contacts Analyst reports to the Senior Regulated Procurement Manager and forms a key part of the regulated contracts team. Working alongside the Track Access Manager, the post holder will deliver efficient contract management and provide a high level of regulatory expertise to business stakeholders. The post holder will act as the business lead on a range of contract and lease arrangements for the companies stations and depots, achieving contractual compliance and best value in accordance with the industry framework and franchise obligations. The role has a strong commercial focus, helping deliver key income and recovery streams for the company overseeing relevant claims, access charging and regulated change processes.
As Contracts Analyst your roles and responsibilities will include:
- Act as a key point of contact for commercial and contractual matters for station and depots, administering access contracts and leases and providing regulatory expertise to help meet business objectives.
- Support the team in the efficient and compliant delivery of station and depot access requirements, protecting the interest of the business and seeking maximum revenue and savings.
- Procure and manage contractual arrangements with other train operating companies, industry parties and suppliers.
- Implement an efficient and compliant process, working closely with internal stakeholders, in respect of regulatory change processes including where appropriate: Network Change, Vehicle Change, Station Change and Depot Change.
- Lead, negotiate and deliver best value to the company through the preparation of annual station access charges charged to other train operators and manage the review and validation of charges from other train operators.
- Act as a key interface between the company and the Office of Rail & Road (ORR), ensuring smooth introduction of any new regulatory policy or regime governing station and depot access.
- Respond to relevant ORR or other industry consultations, ensuring any opportunities or risks to the company in respect of its Access Contracts are understood. Provide representation at appropriate industry stakeholder and working groups.
- Work with relevant stakeholders to ensure franchise compliance across all areas of Station and Depot Access, supporting any regulatory requirements arising from franchise change.
- Oversee and ensure timely delivery of the preparation and agreement of depot maintenance claims and other relevant industry compensation claims.
- Provide regulatory guidance and expertise to other functions/directorates in respect of Access and other contractual matters.
- Work closely with Finance functions to ensure accurate budget / forecasting and financial variance analysis, are delivered in respect of income and expenditure arising from Access Contracts.
- Provide monthly reports on activities, progress and achievements on all relevant workstreams to the Head of Procurement.
The successful candidate will have the following skills and experience:
- Educated to degree level.
- Rail Industry experience
- Working knowledge of industry Access contracts and regulatory processes.
- Administration and planning skills and experience of working within a cross-function business environment.
- Sound contractual understanding.
- Knowledge of the operational railway and the contractual framework within which it operates would be a significant advantage.
