Development Engineer
Job Purpose
To develop particular design specifications so that the programme of works is constructible, deliverable and compliant to the requirements of the Guide to Railway Investment Projects (GRIP4Track), relevant legislation, Group and company standards, and Network Rail procedures. Apply and maintain the appropriate engineering standards in relation to design and/or construction on allocated projects within the High Output programme.
Key Accountabilities
Implement Network Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to development of allocated projects, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation.
Develop High Output projects so that they are engineered to the standards and specification of Network Rail so that they are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality. Support the implementation of improvement plans and other initiatives.
Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and hazard and operability analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail’s environmental policy.
Produce work scope definitions, detailed site walkout notes, constructability assessments and track bed investigation reports and subsequent particular specifications and any associated design deliverables for allocated scheme, including identification of existing or proposed variations (non-compliances)
Produce and provide detailed specifications and site-specific risk information for compilation of the business plan and production of the possessions plan.
Interface with planning teams and Campaign Managers to produce a safe, cost-effective programme of works that maximises the volume opportunities.
Produce timely and accurate reports as required by the Depot Manager and Campaign Manager, including development progress tracker to meet agreed KPI’s
Organise and manage resources for site surveys and inspections, referring any non-compliances to the standards and all technical issue to the Senior Project Engineer
In line with programme requirements, identify and manage the introduction of new systems and procedures on the network, where applicable, including systems/safety approvals and monitoring so that processes and documentation exist for sustained network usage.
Job Skills, Experience and Qualifications
Essential
- Knowledge of High Output track renewal methodologies and techniques
- Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.
- Technical qualifications to HNC/HND or equivalent GNVQ level.
- Knowledge of quality assurance.
- CDM and risk assessment.
Desirable
- Membership of a relevant professional body with chartered status and/or educated to degree level.
- Knowledge of structuring safety cases in support of projects.
- An appreciation of environmental issues in engineering works.
- Six Sigma Yellow Belt.
- Project safety management experience
- Yellow book course.
